Senior Health Advisor

General objective The Senior Health Advisor is responsible for the coaching of the recently appointed Health Coordinator in order to enable him to succeed in fulfilling all the technical tasks of his job description. This skills transfer will be progressive during the tutoring. He/She provides capacity building and coaching through theoretical training and day to day activities supervision.   Responsibilities and tasks All the tasks and responsibilities will be done following an action plan results based, done incollaboration with the Health Coordinator, the deputy Head of Mission for Programs Implementation and the Health Advisor at HQ. Initial and regular technical evaluation of the Health Coordinator: He/She carries out monitoring and analyses strengths and weaknesses of the Health Coordinator. This will allow him to identify the training needs and prioritize the support. Training: He/She organises technical training on the basis of identified needs. Day to day coaching and supervision: He/She supervises the health coordinator, provides support to health coordinator for any technical activities under the responsibility of the health coordinator. Support in team management: Following PU-AMI and Lebanon mission procedures, He/She reinforces the capacity of the health coordinator on team management and team building. Health strategy: He/She supports the Health Coordinator through the definition of the health strategy in partnership with the coordination team. Current and future interventions: He/She supports the health coordinator for ensuring the implementation and quality of current and future health projects. .He/She encourages initiatives, appropriation of the tools, brainstorming to conduct to the autonomy of the health coordinator Specific objectives and linked activities 1.      MONITORING AND UPDATE MEDICAL STRATEGY  He/She provides key tools and material to facilitate the work on the strategy. He/She encourages the Health Coordinator through workshops, brainstorming to develop the health strategy.  He/She support the Health Coordinator in organizing mechanism for health surveillance and analysis of the data in the country and at regional level. He/She accompanies the Health Coordinator in proposal writing through theoretical training and on the job training. He/She ensures the mission and PU-AMI tools are assimilated by the Health Coordinator.   2.      MONITOR THE MISSION’S HEALTH PROGRAM(S) He/She supports the Health Coordinator in doing quality reports on health activities (internal and external), in particular in relation to epidemiological data, consumption of medical supplies, indicators and results of the mission’s health programs. He/She will focus of the analysis of the data collected at mission level. He/She provides technical support for the Health Coordinator in responding to technical questions, programme follow up, analysing health strategy and identifying solutions to problems. He/She ensures that the timeframe of health projects is respected with adequate tools. He/She gives guidance to improve implementation and monitoring methods for health activities (including benchmarks, quality standards, international guidelines, quality of drugs supply and management…).   3.      PROVIDE TECHNICAL LEADERSHIP AND MANAGEMENT He/She carries out on the job training concerning team management (job description formalization, technical appraisal, training needs identification, defining health positions for the mission, coordination mechanism within his team).   4.      ENSURE PROCEDURES MONITORING OF MEDICAL PROGRAM(S) (logistic, administrative and pharmacy) He/She allows a systematic analysis of orders for medicines, consumables and medical equipment at mission level (from the orders to the purchase). He/She ensures that all the information needed to adequate follow up and coordination with logistic and administrative department are given, understood and analysed by the Health Coordinator (budget, purchase follow up, etc.).   5.      REPRESENT PU-AMI TO KEY PLAYERS IN THE HEALTHCARE SECTOR He/She advises the Health Coordinator on representing and ensuring good relation and coordination with the main health actors (NGOs, health authorities and institutional stakeholders).   6.      ENSURE THE SAFETY OF PROPERTY AND PEOPLE He/She ensures that The Health Coordinator knows how to manage security issues at mission level (emergency kits, medical evacuation).   7.      CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS He/She trains the Health Coordinator in project cycle management including diagnostic phase. He/She guides the Health Coordinator in identifying healthcare needs in conjunction with the project teams and in prioritizing public health issues. When defining new operations, he/she supervises the Health Coordinator in preparing and drafting project proposals for health-related activities.   Focus on 3 priority results expected The Health Coordinator is able to ensure good professionnal relations with PU-AMI teams  and with key health actors (donors, authorities…). The Health Coordinator is able to guarantee the quality of health services/interventions provided by PU-AMI or their partners. The Health Coordinator is able to monitor and analyse the health conditions among the population (health surveillance) and will propose adequate health interventions. Team Management The Senior Health Advisor does not have a hierarchic but a functional link with the Health Coordinator. Other relationships Internal: The Senior Health Advisor is regularly in contact with Deputy Head of Mission for Programs Implementation, and Head of Mission when relevant, in order to monitor the progress of the Health Coordinator.   The Senior Health Advisor, in liaison with the Deputy Head of Mission for Programs Implementation, will be also in direct contact with the Health Advisor at HQ in order to monitor the progress of the Health Coordinator (functional link).   QUALIFICATIONS Mandatory requirements  Language skills: Fluent in Arabic and English Education degree: Public health degree Project management, Medical training, Paramedic training Work experience: Humanitarian, International, Technical Knowledge & skills: Good written communication skills; Knowledge of project management; Training skills. Desirable Knowledge & skills to have: Knowledge of procedures of institutional donors OFDA, ECHO, AAP, UN agencies, etc.) Computer skills: Good knowledge of the MS office software including Word, Outlook. Excellent in Excel Assets Interest: -       Strong motivation to help people in needs -       Understanding of the political situation in the area Transversal skills: -       Good training and pedagogical skills. -       Ability to take the initiative and take responsibility. -       Diplomacy and open-mindedness. -       Good analytical skills. -       Organisation and ability to manage priorities. -       Resilience to stress. -       Ability to work and manage professionally and maturely. -       Ability to integrate into the local environment, taking account of its political, economic and historical characteristics
