Shelter Emergency and Rehabilitation Supervisor

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
Today, PU-AMI is intervening in 22 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon
PU-AMI has been active in Lebanon since 2001 implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation and in Livelihood Recovery sectors.
PU-AMI is currently working in a Shelter and Wash projects in the Palestinian camps and gatherings in Ain el Helweh camp and gatherings, Borj el Barajneh Gathering, in project funded by the European Commission Humanitarian Aid Office (ECHO)
PU-AMI has launched a project in support of the areas affected by Syrian refugees’ influx in Beirut,Chouf and Saida areas. The project includes sealing off, sanitation facilities upgrading, and Hygiene promotion campaign, filter distribution and winterization activities. This project is funded by the United Nations High Commissioner for Refugees (UNHCR).
POSITION GENERAL INFORMATION
Starting date: ASAP
Duration: 6 months
Based in: Saida (with trips to Chouf, Mount Lebanon)
OVERALL MISSION
General objective
The Shelter Emergenccy and Rehabilitation Supervisor participates in the overall coordination of the project regarding shelter and sanitation activities in Saida base.
Responsibilities and tasks
Assessment, design and implementation
- To participate in the overall implementation of the shelter projects
- To monitor the implementation process in all the project’s stages and ensure field level monitoring of the quality of all works implemented within the scope of the project
- To analyze the needs of the beneficiaries in terms of shelter and sanitation possibilities.
- To be in charge of the implementation of assessments, and analyze the need of the beneficiaries
- To ensure the quality of the assessments, identify potential weaknesses and suggest solutions to work on them
- To participate in the evaluation of the humanitarian situation in the region considering possibilities of new projects.
Team Management
- To manage the Field Officers working on the shelter activities and monitor their work by constantly visiting the areas of intervention and getting feedback when not directly on the field.
- To coordinate the work of all Field Officers dedicated to these activities and report to the Shelter Project Manager.
- To train new Field Officers on the shelter activities.
- To solve team conflicts if any and ensure team building
- To support each Field Officer in improving his/her performance
- To conduct appraisals every six months with each Field Officer
Analysis and reporting
- To be responsible for a qualitative and regular reporting on various components of the project.
- To participate in the constant evaluation of the project (effectiveness, efficiency, impact, relevance).
- To support the Project Manager in the regular planning and reporting of the shelter activities
- To analyze the security situation in the area and inform the Project Manager on security incidents.
External links
- To be involved in the selection of suppliers and monitor their work to ensure the respect of the contract’s specification.
- To participate in the liaison with local authorities, NGOs and other stakeholders under delegation from the Project Manager.
The tasks and responsabilities of the Shelter Emergency and Rehabilitation Shelter Supervisor mentionned above are not thorough and may be subject to evolve depending on the needs PU-AMI may have.

Under the overall supervision of: Head of Base
QUALIFICATIONS
Mandatory requirements
Ø Language Skills: Fluent in English and Arabic, (speaking/reading/writing).
Education Degree: University degree
Work experience: Proven experience in NGOs and in Shelter/Construction projects.
Computer Skills: Good knowledge of the MS office software including Word, Excel, Outlook
Other requirement
- Valid driving licence
- Management and pedagogical skills
- Intermediate knowledge in shelter and sanitation and construction works.
- Good knowledge of the Saida, Beirut and Chouf district geography, willing to travel a lot locally

- Excellent communication, conflict solving and diplomacy skills to manage relationship in potentially tense situations;
