Shelter Team Leader

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.  Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.  In Lebanon, PU-AMI intervenes in the areas of shelter and rehabilitation, infrastructure, WASH, food security and livelihoods, health, IS/CS management and protection, and education and psychosocial activities in three regions, namely the Akkar district in North Governorate, Beirut and Mount Lebanon Governorates, and Saida and Jezzine districts in the South Governorate. General objective  Under the direct supervision of the Shelter/WASH Project Manager, the Shelter Team leader is responsible for the qualitative, quantitative and timely implementation of the Shelter activities. He/she coordinates and monitors the work of all Field Officers/Workers dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project. He/She will supervise also the WASH activities, whenever needed or requested by the line manage Responsibilities and tasks   Activities implementation -       Take part in the technical assessment, design and implementation of all shelter activities (eg. Shelter rehabilitation in small shelter units, weather proofing kits); -       Plan (daily and weekly) the field activities, supervise Senior Field Officers, Field Officers, Field Workers and any potential contractors and ensure a follow-up of the different activities regarding the agreed planning, guideline, and required quality of the works. -       Ensure that all measures have been taken and rules followed to ensure security on-site; -       Provide the expertise and contribute to the improvement of activities through critics, analysis and suggestions; -       Supervise  the field implementation of shelter activities (eg. validation of BOQ ,validation of the progress if the work ,solve conflicts in the field ); -       Carry out additional assessments when requested; -       Assure the adequate compliance and adherence to available SoPs and Guidelines; -       Support and participate to the other activities of the WASH team when required; -       Participate in team workshops and lessons learnt seminars.     Assessment, monitoring & evaluation of activities -       Support the analysis  of the Shelter humanitarian situation and determine population needs; -       Participate in the needs assessment and the selection of the beneficiaries according to PU-AMI and Donors criteria. -       Collect any relevant information from the communities and partners in the region considering possibilities of new projects.   Community mobilization -       Responsible of the communication between PU-AMI and the Communities regarding the implementation of Shelter activities; -       Mobilize and encourage the Communities for the activities; -       Introduce activities & organize meetings with Communities.   Team Management -       Supervise the Senior Field Officers, Field Officers, Field Workers and ensure the respect of all human resources rules; -       Manage the Shelter  Officers/Workers working on the shelter activities in the supported facilities and in the communities; -       Coordinate the work of all Field Officers/Workers   dedicated to these activities : weekly/daily planning explain during weekly/daily team meetings, daily planning prepared at least the day before to maximize Field Officers/Workers  efficiency.   Capacity building -       Monitor regularly the Shelter officers’ work by constantly visiting to the areas of intervention and getting feedback when not directly on the field; -       Train new Shelter  Field Officers/Workers on the activities implemented in the framework of the project; -       Solve team conflicts, if any, and ensure team building; -       Support each Shelter  Field Officer/Worker in improving his/her performance; -       Conduct appraisals every six months with each Shelter Field Officer/Worker; -       Support the development of any pedagogical and methodological tools adapted to the local context.   Reporting -       Collect all information and oral/written reports on the progress of Shelter activities on a daily basis; -       Make a weekly report in English on the progress of activities; -       Report immediately any delay, problem or other relevant information to the Shelter Project  Manager; -       To accurate report, follow up on and submit referrals when needed to the  line manager, following PU-AMI mechanisms; -       Communicate with the other sectors to homogenize the methodology and the conditions of intervention.   Logistics & administration -       Define the needs in items corresponding to the planned interventions; -       Ensure the follow-up and the proper use of materials and tools used during on-site works; -       Manage the supply of items to the work site in collaboration with logistics department; -       Use the PU-AMI forms for all exchange with the logistic & administration services; -       Implement daily worker payment and/or beneficiaries’ payment in coordination with the administrative department.   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   Mandatory requirements Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook) and AutoCAD Other: -          Valid driving license (2 year minimum); -          Knowledge in Shelter  and construction works; -          Good management and pedagogical skills; -          Good knowledge of Beirut & Mount Lebanon Governorates, willing to travel a lot locally and valid driving license; -          Excellent communication and diplomacy skills to manage relationship in potentially tense situations. Assets Other  knowledge: -       Good leadership capacity. Interest: -       Strong motivation to work in the humanitarian sector; -       Understanding of the social and political situation in the area.   Transversal skills: -       Well organized; -       Conflict resolution and diplomacy experience; -       Ability to analyze and suggest improvement; -       Ability to take initiative to deal with difficulties encountered in daily work; -       Ability to adapt or change priorities according to the changing situation within a mission or the organization itself;          Impartial and neutral in all situations; -       Hard worker and autonomous; -       Able to manage stress and pressure.
