SUPPLY CHAIN MANAGER (at Coordination)
Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.
POSITION GENERAL INFORMATION
Position: Supply Chain Manager
Based in: Beirut - Coordination
Supervision
Under the direct supervision of: Logistics Coordinator
Supervision of : Procurement officer (coordination)
Under the overall supervision of: Head of Mission
OVERALL MISSION
General objective
The Supply Chain Manager at the Coordination will be in charge of the overall management of the supply chain (supply, storage, dispatch) at mission level.
The Supply Chain Manager will work under the supervision of the Logistics Coordinator based in Beirut.
The Supply Chain Manager position’s major objectives are to properly achieve the following global tasks:
4 To support the Logistics Coordinator in his/her tasks and responsibilities linked to Supply Management at the coordination and base level
4 Communication with bases on all issues regarding the Supply Management
4 Assure the supply of all items required at the coordination level, in compliance with PU-AMI procurement and storage procedures
4 To support the Logistics Coordinator in management of the supply chain teams – procurement officer, warehouse officer/supervisor and storekeeper.
4 Capitalization of all aspects of the logistics outputs in direct link with the Logistics Coordinator.
1. Procurement Management
4 To provide support to all bases regarding procurement issues
4 To provide feedback and guidance to all bases regarding the purchase files sent to coordination before submitting to logistics coordinator for final validation
4 To communicate with HQ concerning all procurement issues in the mission and for the validation of purchase files when needed.
4 To manage reception, transit and delivery of all items requested by the bases and purchased at coordination level (or HQ level).
4 To issue and follow all purchase files for the coordination base.
4 To ensure the supply of all items required at the coordination, in compliance with PU-AMI procurement procedures
4 To prepare and facilitate training to logistics’ staff regarding procurement activities
4 To capitalize on the supply work done through markets studies, editing of catalogs, and other tools if necessary.
4 To create and implement new tools related to procurement if necessary, with the aproval of the management
2. Management of transport of goods
4 In collaboration with Logistics Coordinator to support the bases on all issues for rental of trucks and other vehicles linked to the implementation of programs activities of the base (bobcat, forklift, bouldoser etc)
4 To ensure that the PU-AMI procurement procedures are well respected in the rental process
3. Storage (goods for the program implementation)
4 In collaboration with Logistics Coordinator to ensure a support to the bases on the warehouse management
4. Financial Management
4 To support the Logistics Coordinator in the management of the cash forecast in link with the logistics activities
4 To support the Logistics Coordinator in the management in the budget making process for new projects regarding logistics expenses
5. Documentation, Coordination and Reporting
4 To verify, update and archive all purchase files that go through the coordination level.
4 To ensure that Purchase Request Follow up is updated at coordination level (on daily basis) and check and consolidate the ones at bases level
4 To provide (on weekly basis) performance indicators on procurement process based on the analysis of Purchase Request Follow up.
4 To lead the preparation of a comprehensive mission price list and its monthly update.
4 To lead the preparation of a suppliers database (per sector or type of procurement) and centralizes the monthly update.
4 To ensure that each base log prepares a procurement plan for each project and to check and provide feedback for the monthly updates.
4 To ensure at the end of each project to compile, check and clean all procurement related archives prior to sending to HQ.
4 To participate in the meetings at coordination and base level for all issues related to supply and procurement.
4 To support the Logistics Coordinator in preparing the supply related donor reporting.
4 Develop and implement new tools and guidelines.
4 To centralize all the reports linked to the domains of the supply chain and share them with all parties concerned.
6. Human Resources
4 To manage Supply Chain Managers of each base and the procurement officer(s) at coordination level (HR Management Full Cycle Perspective including JD issuing, recruitment, evaluation…)
4 To ensure the continuous general training of Supply Chain department staff at base level and regularly test their knowledge
4 To ensure that all the Supply Chain department staff has a proper training plan
4 To support the hiring process for Supply Chain department staff at coordination and base level
4 To solve team conflicts, if any, and ensure team building

QUALIFICATIONS
Mandatory requirements
Language Skills: Fluent in Arabic and English,(speaking/ reading/ writing).
Education Degree: University degree in logistics or a related field.
Work experience: 2 years professional experience in a logistics or supply function in an NGO
Computer skills: Good skills in networking and Internet. Very good knowledge in Microsoft Office (Word, Excel, Outlook, Powerpoint)
Other requierement
- Mechanical or logistics skills
- Valid driving license (For minimum 1 year)
