  POSITION GENERAL INFORMATION   Position: Targeting Manager Component: Quality Based in: Beirut Supervision Under the direct supervision of:          Projects Quality Coordinator Under the technical supervision of:      AME Coordinator Supervision of:                              Targeting Team Leaders, Targeting Field Officers and Field workers Under the overall supervision of:        Field Coordinator     OVERALL MISSION   General objective   The main objective of the targeting exercise is to survey the eligibility status of Syrian refugees in Lebanon to the WFP e-cards program. This survey will also provide a multi-sectorial overview of the vulnerability situation of Syrian refugees in Mount Lebanon.   Under the supervision of the Program Quality Coordinator, the targeting Manager will plan, organize, and ensure the proper roll-out of the targeting activities as well as the work quality of the targeting teams.   The Targeting Manager will work under the direct supervision of the Projects Quality Coordinator and the overall supervision of the Field Coordinator in Beirut base.    Responsibilities and tasks   -  Targeting: He/She will ensure implementation and oversight of all targeting related activities. -  Human Resources: He/She will supervise the targeting team. -  Logistics and Administration: He/She will manage the logistics and administrative duties related to targeting activities under his/her responsibility. -  Safety and Security: He/She will assist in following safety and security rules on-base and will transmit all safety and security information to the Field Program Coordinator. -  Strategy: He/She will participate in developing new operations as needed, through the analysis of the targeting data.   Specific objectives and linked activities 1.      Implementing the targeting exercise   Organize, schedule, coordinate and plan the department activities and the team’s work Support field teams in routine targeting survey Ensure quality and accuracy of data and the serious follow-up of available guidelines Ensure a good communication with operational teams on preparation of targeting activities, implementation and results of targeting Ensure that targeting data are well managed and easily usable Liaise with authorities and coordinate with partners for the roll-out of the targeting exercise Collect and analyze quality and accurate data and keep an organized data archive system for the related activities    2.      Capitalization/Institutional Knowledge Building Organize training sessions on targeting-related topics or any other topics. Organize regular “lessons learnt” sessions with the team to maintain a high standard of quality  3.      Targeting team management   Recruit and train the targeting team and be proactive regarding internal or external training needs Ensure administrative and logistics follow-up of the targeting team according to the missions’ Standard Operating Procedures (SOP): daily management, leave management etc. To ensure performance evaluation of the targeting team, set up and follow up individual and team objectives    4.      Organization & Follow-up   Implement and follow up the targeting department activities in direct collaboration with the Project Quality Coordinator of the base Collect referrals from the teams and follow up on them according to referral SOPs To ensure proper coordination and liaison with the programs departments Represent PU-AMI and Participate in external Multi-Functional Team meetings (MFTs) related to targeting cases.    5.      Internal and external reporting Be responsible for reporting on activities related to targeting exercise Produce quantitative data analysis of the targeting exercise, as well as high quality reports Participate in high quality and timely contributions to proposals and reports Report to the Project Quality Coordinator all challenges encountered on the field by the team Liaise constantly and coordinate actions with the Project Quality Coordinator of the base  6.   Budget Manage expenditures related to one specific grant Ensure follow-up and control of his/her budget area Analyze and propose solutions of reallocation if needed, after receiving a monthly updated budget follow-up from the Admin/Finance Department Approve expenditures and re-allocations within his/her budget area(s) Plan and monitor expenditures to take place during the grant period Address his/her cash forecast according to his/her budget areas Avoid any over or under expenditures at the end of the grant   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Language skills: Fluent in Arabic and English (speaking/reading/writing) Education degree: University degree in Social Science, Statistics, Management, Economics, Humanitarian Affairs or any other relevant field Work experience: 2 years experience working for an NGO in an implementation or Monitoring & Evaluation team -     1 year experience in humanitarian project evaluation -     Experience in conducting large scale verification or targeting exercise is a plus -     Experience in demographic and food security surveys is a plus Knowledge & skills: -       Strong Team Management skills -       Very good analytical and writing skills -       High understanding of project cycle management -       Good management capacities and team leadership spirit -       Data processing Know-how. Experience in running statistical analysis and writing reports is a strong plus. Computer skills: -          Good knowledge of the MS office software (including Word, Excel, Outlook) -          Good knowledge of one statistical software is appreciated (SPSS or Stata, etc.) Other: -          Pedagogical skills -          Good knowledge of humanitarian actors and donors -          Good knowledge about Beirut and Mount Lebanon areas and geography     Assets Interest: -       Strong motivation to help people in needs -       Understanding of the political situation in the area -       Understanding of humanitarian action core principles -       Willing to travel across all districts in Mount Lebanon.   Transversal skills: -       Well organized and attention to details -       Conflict resolution and diplomacy experience -       Ability to analyze and suggest improvement -       Ability to take initiative to deal with difficulties encountered in daily work -       Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -       Autonomy, neutrality, hard worker -       Able to manage stress and pressure -       Ability to work within a team.
