 PREMIERE URGENCE   AIDE MEDICALE INTERNATIONALE -         LEBANON    -                                                            Water Supply & Sanitation Supervisor Akkar base   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.         PU-AMI in Lebanon   PU-AMI has been active in Lebanon since 2001 implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation and in Livelihood Recovery sectors.   PU-AMI is implementing two WASH projects in support of the areas affected by Syrian refugees’ influx in Akkar and Minnieh-Dannieh Districts. The projects activities include supply of safe drinking water (upgrading of water supply scheme, water filter distributions, installation of water tanks...), setting up of safe environmental sanitation (excreta disposal, waste water disposal, solid waste management...) and hygiene promotion (hygiene facilities, distribution of hygiene and baby kits, hygiene sessions...).           POSITION GENERAL INFORMATION   Ø Position: Water Supply & Sanitation Supervisor Ø Based in: Halba Akkar Ø Supervised by: WASH Project Manager Deputy / WASH Project Manager Ø Supervising:Water Supply & Sanitation Field Officers Ø Starting date: ASAP Ø Duration: 6 Months (extendable if funding secure)   OVERALL MISSION   General objective   Under the direct supervision of the WASH Project Manager Deputy, the Water Supply & Sanitation Supervisor is responsible for the qualitative, quantitative and timely implementation of the Water Supply & Sanitation activities. He/she coordinates and monitors the work of all Field Officers dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project.   Responsibilities and tasks   Ø Activities implementation -      Take part in the technical assessment, design and implementation of all program activities; -      Plan (daily and weekly) the field activities, supervise Field Officers and any potential contractors and ensure a follow-up of the different activities regarding the agreed planning, guideline, and required quality of the works -      Ensure that all measures have been taken and rules followed to ensure security on-site; -      Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions; -      Support and participate to the other activities of the WASH team when required.   Ø Assessment, monitoring & evaluation of activities -      Assess regularly the WASH situation and determine population needs; -      Collect any relevant information from the communities and partners; -      Analyze and monitor the results of the Water Supply & Sanitation activities.   Ø Management / Community mobilization -      Supervise the Field Officers and ensure the respect of all human resources rules; -      Responsible of the communication between PU-AMI and the Communities regarding the implementation of the Water Supply & Sanitation activities; -      Introduce the Water Supply & Sanitation activities to the Communities; -      Mobilize and encourage the Communities for the activities (daily and free worker); -      Organize meeting with Communities according to the different MoU; -      Evaluation of the team under his responsibility.   Ø Logistic & administration -      Define the needs in materials and tools regarding the program and the planning of interventions; -      Ensure the follow-up and the proper use of materials and tools used during on-site works; -      Manage the supply of materials to the work site in collaboration with logistics department; -      Use the PU-AMI forms for all exchange with the logistic & administration services; -      Analyze the security situation in the area and inform the WASH Project Manager, the Area Project Coordinator and the Head of Base on the security incidents.   Ø Capacity building -      Train the Field Officers for their activities; -      Develop any pedagogical and methodological tools adapted to the local context.   Ø Reporting -      Collect all information and orally reports on the progress of Water Supply & Sanitation activities on a daily basis; -      Make a weekly report in English on the progress of activities; -      Report immediately any delay, problem or other relevant information to the WASH Program Manager; -      Communicate with the other sectors to homogenize the methodology and the conditions of intervention.             QUALIFICATIONS     Mandatory requirements Ø Language skills: Fluent in Arabic and English (speaking/reading/writing) Ø Education degree: Baccalaureate/University degree in water supply, sanitation, infrastructures, or construction works Ø Work experience: 2 years experience in a similar position (NGOs/private companies) in Water Supply & Sanitation fields Ø Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook and AutoCAD Ø Other: -         High knowledge in Water Supply & Sanitation infrastructures and construction works -         Good management and pedagogical skills -         Good knowledge of North Governorate, willing to travel a lot locally and valid driving license -         Excellent communication and diplomacy skills to manage relationship in potentially tense situations -         Valid driving license compulsory   Assets Ø Other  knowledge: -      Good skills in reports and contracts redaction Ø Interest: -      Strong motivation to help people in needs -      Understanding of the political situation in the area Ø Transversal skills: -      Well organized -      Conflict resolution and diplomacy experience -      Ability to analyze and suggest improvement -      Ability to take initiative to deal with difficulties encountered in daily work -      Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -      Autonomy, neutrality, hard worker -      Able to manage stress and pressure   Responsibilities and activities defined in this job description are not exhaustive and can evolve depending on the project needs.
