Watsan Coordinator

OVERALL OBJECTIVE The WATSAN Coordinator will support the Deputy Head of Mission for Program Implementation in providing leadership, strategic vision and technical support to all aspects of the WATSAN program in Lebanon and hygiene-related program in coordination with the Health Coordinator and National Public Health Manager. S/he will contribute to the identification of programmatic priorities, design and direction for WATSAN programming in Akkar, Mount Lebanon, Saida, as well as any other areas where accurate needs are identified. In addition, s/he will ensure that the WATSAN program is implemented in accordance with international protocols, guidelines and best practices. The WATSAN Coordinator position’s major objectives are to properly achieve the following global tasks: Strategy: working alongside with the Deputy Head of Mission for Program Implementation, s/he contributes to the development of new WATSAN-related initiatives for the mission and is in charge of technically defining the WATSAN component in the whole integrated programming strategy at mission level. Program: s/he ensures that WATSAN projects are in line with PU-AMI’s WATSAN policy and country program strategy and monitors them for quality and efficiency. Representation: s/he represents the organization to partners, authorities and local stakeholders involved in implementing WATSAN-related programs. Human Resources / training: s/he provides technical support to the WATSAN teams (PU-AMI employees), provides support to project managers for recruiting technical staff and supervises technical training activities on the basis of identified needs. Logistics and Administration: s/he ensures that the activities which s/he is responsible for comply with logistics and administrative procedures. Safety: s/he must comply with safety rules within the mission and communicates any safety-related information to the Security Coordinator. 1.WATSAN PROJECT IMPLEMENTATION Feed the senior management country team with regular progress reports, particularly in analysis of indicators and results of the mission’s WATSAN programs. S/he supervises the technical quality of WATSAN-related activities, including project and site visits, monitoring the quality of interventions, meeting PU-AMI’s WATSAN staff and all the external stakeholders. 2.CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS S/he participates in and/or supervises exploratory missions in conjunction with the Head of Mission, the Deputy Head of Mission for Program Implementation and the Deputy Head of Mission for Quality and Development. S/he participates in identifying WATSAN needs in conjunction with the project teams. When defining new operations, s/he works with the project teams to prepare and draft project proposals for WATSAN-related activities. S/he participates in drafting the mission’s annual action plan and WATSAN strategy. 3.TECHNICAL LEADERSHIP, MANAGEMENT, CAPACITY BUILDINGEnsure the technical supervision of project managers implementing WATSAN activities.Ensure timely completion and submission of bi-annual performance appraisals.Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.S/he is knowledgeable of PU-AMI’s Internal Regulations in relation to the mission and ensures these are understood and complied with by the WATSAN team.He/she draws up job descriptions for the members of his/her team, has them approved by the Deputy Head of Mission for Program Implementation and Head of Mission and plays an active role in recruitment (interviews, tests, etc.). He/she participates in the decision to terminate the employment contract of members of his/her team.Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.Clearly define the training needs of WATSAN staff and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs. S/he assists the bases in drawing up an organizational chart for the WATSAN teams and has it approved by the Deputy Head of Mission for Program Implementation and Head of Mission.S/he participates in defining all WATSAN-related positions for the mission (recruitment, training, monitoring, setting objectives, support and assessments for local staff). 4.ENSURE LOGISTICAL AND ADMINISTRATIVE MONITORING OF WATSAN PROJECTSS/he analyses the supply chain process in place for all WATSAN items and proposes specific improvements if needed.In collaboration with the logistics coordination, he/she contributes to analyzing bids made by suppliers for purchases with stringent technical specifications. 5.REPRESENT PU-AMI TO KEY PLAYERS IN THE WATSAN SECTORS/he represents the association to key national and local players (NGOs, WATSAN authorities and institutional stakeholders) involved in implementing WATSAN programs and ensures good relationships are maintained with each of them (ensuring compliance with PU-AMI’s principles of neutrality and independence).In the event of a visit by a donor, he/she assists in preparing and managing the visit, if required TRAINING :Technical training in water supply, sanitation and hygieneProject management PROFESSIONAL EXPERIENCE :Min. 3 years as a manager of humanitarian projectsSuccessful experience in expatriate team management and the management of WATSAN ProgramsKnowledge of water supply, sanitation, hygiene, infrastructuresExperience in assessing needsExperience with PU-AMIExperience in security management KNOWLEDGE AND SKILLS :Good writing skillsStrong Knowledge in project managementAbility to work in unstable circumstancesKnowledge of procedures of institutional donors (ECHO, UNHCR, UNICEF) SOFTWARE :PAck Office required LANGUAGES :English requiredFrench and Arabic desirable PERSONAL SKILLS Strong commitment to humanitarian principlesAbility to work independently, take initiative and take responsibilityResilience to stressWorks well in and promotes teamwork, comfortable in a multicultural environment, flexible and able to handle pressure with professional graceDiplomacy and open-mindednessGood analytical skillsOrganization and ability to manage prioritiesProactive approach to making proposals and identifying solutionsAbility to work and manage professionally and maturely
