The Government of Lebanon now invites eligible individual consultants to indicate their interest in providing the services of Senior Software Developer for the Ministry of Education and Higher Education under Lebanon Emergency Crisis And COVID-19 Response Social Safety Net Project.

The Senior Software Developer will be selected in accordance with the procedures set out in the World Bank's Procurement in Investment Project Financing Goods, Works, Non-Consulting, and Consulting Services (dated July 2016 and revised in November 2020).
The Consultant will be evaluated based on the following criteria:
- A minimum of 4 years of hands-on experience in developing high performance and scalable APIs for large scale projects.
- Experience in microservice architecture.
- Experience in MVC design pattern.
- Proficiency in .net core, Java or python.
- Strong knowledge of relational database systems:
- Experience with Oracle Database: query, views, materialized views, indexing and query hints
- Experience with MS SQL Server is a plus
- Providing support, including procedural documentation and relevant reports.
- Excellent knowledge of computer systems and security best practices.
- Strong critical thinking and decision-making skills.
- Good command of written and speaking Arabic and English.

The expression of interest should be in the form of candidate’s CV. Once the short-list is finalized, interviews are expected to be conducted in order to finalize the selection process. Negotiations of the terms of the contract are expected to be conducted in September 2023.
