Monitoring and Evaluation Coordinator

Job Title: Monitoring and Evaluation (M&E) Coordinator 

Location: Lebanon
Department: Monitoring and Evaluation
Reports to: Head of Mission (Administrative) and Head of M&E Department (Technical)
Contract Duration: One year, full-time, with the possibility of extension

Overall Responsibility:

The M&E Coordinator will support the Programs Department and project teams at the Qatar Red Crescent Society (QRCS) office in Lebanon. The Coordinator will be responsible for collecting and analyzing data and conducting evaluation activities to ensure the effective implementation of all humanitarian projects from inception to completion. The role also includes monitoring program activities, tracking operational indicators, ensuring adherence to standard operating procedures, and carrying out additional tasks as assigned by the administrative and technical managers.

Key Duties and Responsibilities:

Budgeting and Planning:

  • Adhere to departmental budgets and ensure optimal use of all available resources.
  • Effectively manage financial resources for monitoring and evaluation activities to minimize unnecessary expenses.

 

Operational Tasks:

  • Collect and review complaints and suggestions from beneficiaries and initiate corrective actions where necessary.
  • Develop, implement, and monitor M&E plans and activities, including supervision and follow-up of similar efforts by partner organizations.
  • Participate in program/project design, proposal preparation, and the development of logical frameworks.
  • Create and review quantitative and qualitative data collection tools (e.g., surveys, focus groups, interviews).
  • Oversee and conduct data collection, validation, and analysis.
  • Conduct field visits and engage with beneficiaries and partners at various project stages.
  • Document success stories and gather beneficiary feedback.
  • Compile statistical summaries of M&E findings and present them in narrative and analytical reports.
  • Monitor project progress to ensure quality, cost, and timing align with plans and evaluate overall program outcomes in terms of relevance, efficiency, effectiveness, impact, and sustainability.
  • Perform additional duties as requested by the supervisor to support humanitarian programs.

  • Implement established M&E policies, procedures, and systems, and complete tasks accordingly.
  • Optimize resource usage to reduce unnecessary expenses and waste.
  • Contribute ideas for improving processes and efficiency.

  • Seek feedback and practical training to enhance performance and integrate recommendations into work.
  • Take responsibility for self-improvement and actively seek opportunities to develop skills.
  • Use available resources and tools to broaden skill sets and increase productivity.

Internal Contacts:

Head of Mission, Head of M&E Department, Program Coordinators, and Office Coordinator at headquarters.

External Contacts:

Donors and implementation partners.
 

Qualifications and Experience:

Education: Bachelor’s or Master’s degree in a relevant field, such as Business Administration, Information Technology, or related areas.

Certifications: Project management certification (e.g., PMP, PMD Pro) is preferred.

Experience: At least 4 years of professional experience in Monitoring and Evaluation (M&E) for humanitarian projects.

Technical Competencies: Knowledge of humanitarian project management methodologies, familiarity with M&E methodologies and tools, and understanding of monitoring and evaluation systems required by various international donors.

Language Skills: Fluency in Arabic and English, both spoken and written.

Office Software Expertise: High proficiency in Microsoft Office Suite, especially Excel, Access, and PowerPoint.

 

Skills:

Software Proficiency: Experience with data analysis software (e.g., SPSS), data visualization tools like Power BI, and data collection tools such as Kobo Collect.

Data Visualization: Ability to use data visualization software and tools for creating interactive dashboards and reports.

Organizational Skills: Strong organizational and planning abilities for effective project monitoring and evaluation.

Communication Abilities: Excellent communication and interpersonal skills, with the capability to engage effectively with diverse teams and vulnerable populations.

Analytical Skills: Strong analytical and problem-solving skills to assess project impact and suggest improvements.

Reporting Skills: Proficient in report writing and delivering presentations to various audiences.

Workshop Facilitation: Ability to lead workshops and facilitate meetings efficiently.

Adaptability: Ability to work efficiently under pressure in dynamic humanitarian environments.

Cultural Sensitivity: High level of cultural awareness and proactive engagement with different communities.

Donor Systems Knowledge: Familiarity with M&E systems and requirements of multiple international donors to ensure compliance and effective reporting.
