Cash For Education (CFE) Program Coordinator

Essential Functions & Areas of Accountabilities

Program Implementation Management

  • Represent RI at Basic Assistance (BA) working groups, interagency, NPTP meetings, and other meetings as required in BML, North and Bekaa.
  • In coordination with programs’ staff and other departments (when required); design, implement, and update accordingly the programs’ work plan. (This includes mapping phases, conducting assessments, identification of beneficiaries (RAIS scoring), distribution phase, follow up and monitoring phase through PDMs, OMs, etc).
  • Prepare monthly loading sheets for RI’s cash beneficiaries.
  • In coordination with RI's Program Manager, MEAL Team, and RI program’s staff, compile program activity information, evaluating progress towards achievement of program outcomes.
  • Support in the development and updates of the programs’ approaches, activities, and Standard Operating Procedures (SOPs).
  • Ensure proper mobilization and daily implementation of all programs’ field related activities (technically and operationally) through constant internal coordination and regular follow up with relevant RI staff in all departments (HR, Operations, Finance, and MEAL) with the oversight of the Program Manager
  • Provide support on administrative / logistical matters supporting in program mobilization and follow up.
  • Maintain constant updates on community status (Refugee and Host) in the designated areas of intervention, communicating any updates to the Program Manager and RI programs’ staff as necessary.  This includes the evolving security situation in the targeted areas.
  • Ensure constant and consistent coherent coordination between acting cash actors in RI’s operational areas.
  • Support RI in Program development when needed.
  • Provide technical guidance and support to programs’ staff on programs’ related activities.
  • Ensure Quality assurance/control of all project activities in coordination with MEAL department.
  • Work closely with RI's program staff to ensure the proper implementation of the programs functioning in the targeted areas.
  • Coordinate with the MEAL department on the implementation of the program’s monitoring and evaluation plan and implementation process providing support as needed.

Team Management and Employee Supervision

  • Ensure direct supervision and coordination with the CFE Field Assistants in relation to programs’ activities with the oversight of the Program Manager.
  • Responsible for managing the Cash for Education Field Assistants, including but not limited to: employee relations, grievances, leaves’ management, empowerment, training and development, performance objectives, capacity building, completion of performance evaluations in a comprehensive and timely manner;
    • Issues faced in any of the above mentioned aspects should be reported to the HR Team and Program Manager; all decisions taken should be in alignment with RI’s policies and procedures.
  • Responsible for supporting staff to make decisions within their level, taking leadership to resolve issues, and collaborating with the Program Manager for resolution of issues at a higher level or if assistance is requested;
  • In coordination with HR and Program Manager, the CASH Program Coordinator actively participates in identifying any vacancies and recruitment needs; this includes shortlisting CVs, attending interviews, providing technical feedback, developing ToRs, orienting new joiners regarding their on-the-job tasks and any other related tasks; 
  • Conduct regular team meetings with field staff to follow up on programmatic implementation.
  • Maintain good inter-team dynamics and communication building the necessary capacity of the field staff to ensure accurate meet of program indicators and enhancing program development.

Internal and External Coordination

  • Establish close working relationships with NGOs, INGOs, host government agencies, and U.N. agencies operating in the designated areas of intervention; meet regularly with representatives from these organizations and identify areas of collaboration and coordination.
  • Engage with municipalities and other local authorities or actors as necessary ensuring constant and consistent coherent coordination to facilitate access and security in the designated areas of intervention.
  • Ensure constant close and direct coordination with the Finance department on the cash component of the program. This includes direct monitoring of the cash flow/follow up in regards to the assistance provided to beneficiaries, the complaints mechanism and replacement cards.

Reporting

  • Assist the Program Manager in the quarterly report.
  • Report on a monthly basis on progress of programs’ implementation to the Program Manager.

 

Communication:

  • Serve as Communication Focal Point for RI-Lebanon in coordination with RI’s Global Communication focal point, CD and the Program Manager; ensure that the communication strategy is properly implemented and in alignment with the general guidelines and Standard Operating Procedures (SOPs).
  • Manage the communications on RI-Lebanon's Facebook page while ensuring that the content and layout presents RI in the most professional and objective manner;
  • Writing monthly success stories to be posted on RI website and/or shared with the donors upon request;
