About RI: Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, currently seeks a Financial Manager for RI’s programming in Lebanon in response to the Syria crisis.
Position Summary:
The Financial Manager is responsible for overall program management, supervision, administration and implementation of an emergency response project in response to the Syrian crisis to be implemented from Lebanon. This currently includes two projects, but the portfolio is anticipated to expand in the coming months.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
Reports to the Regional Finance Manager and/or International Controller; coordinates with Lebanon Program Manager and Country Director;
Provides monthly and quarterly reports to supervisors;
Recruits and trains local accounting personnel and ensures Field Officers’ financial management and accounting function;
Directs the activities of the Field Office’s accounting staff ensuring the completion of all accounting activities and reporting to meet RI and donor requirements;
Prepares all periodic financial reporting;
Ensures that financial transactions are classified, recorded and summarized properly;
Monitors Field Office disbursements ensuring that expenses are incurred within the approved budget with any award restrictions;
Ensures compliance with RI Procurement, Field Accounting, donor and audit requirements and procedures;
Monitors Field Office cash flow to ensure the Field Office has adequate cash on hand but not in excess of its immediate disbursement needs, to fund program operations;
Prepares budgets for each Field Office Grant application, modification or extension;
Monitors the financial aspects of sub grant agreements of partner organizations;
Acts as a liaison with program staff in the Field Office to assist in the understanding and compliance with financial policies;
Acts as the primary liaison with Finance staff at RI HQ;
Prepares donor financial reports;
Ensures preparation of Field Office Financial documents for external and internal audits;
Maintain effective communication with RI’s HQ regarding finance and program implementation;
Perform other duties as needed.
QUALIFICATIONS &REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
Master’s degree in a relevant field or Bachelors degree with commensurate work experience;
Minimum of five years professional experience in lead financial management preferably with NGOs;
Solid background and knowledge of USAID Rules and Regulations;
Knowledge of Quick books and Sun System;
Excellent interpersonal, communication, public speaking, and strategic planning skills required;
English and Arabic are required;
Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
Excellent time management skills and resourcefulness with strong attention to detail.
Salary: Commensurate with experience and qualifications.
