Job Summary:The Health Monitoring and Evaluation (HM&E) Officer will be based in Beirut with frequent field monitoring visits across Beirut-Mount Lebanon and North. The HM&E Officer will be working under the direct supervision of the Monitoring & Evaluation Manager. S/he will be mainly responsible of gathering data, assuring the data quality, follow up on M&E activities, and reporting; as well as assisting the creation of assessment tools for the program which is called "Providing Holistic Health Care Support for vulnerable Syrian refugees and Lebanese in Beirut, Mount Lebanon and North Governorates (PHCS Project)". S/he supports the accountability functions and contributes towards the relevance, effectiveness, quality, and efficiency of RI programming.ESSENTIAL RESPONSIBILITIES AND DUTIES:- Collect and systemize information on progress of the indicators of each activity of the PHCS project- Ensure that all field data is captured and segregated- Ensure that all data is collected into Activity Info on a monthly basis- Ensuring that all field-data is collected in a timely and efficient manner- Ensures that all data is stored efficiently in soft and hard copies.- Conduct qualitative data collection through frequent visits to the PHCCs supported by RI and have discussions with beneficiaries, following up on beneficiaries complaints (Hotline and complaint boxes) by coordinating with the Health Officers- Ensure that complaint boxes in RI’s supported PHCCs are visible to beneficiaries and needed tools for reporting are always in place- Ensure that complaint mechanisms for reporting (Hotline and complaint boxes) are understandable, friendly to use and clear for beneficiaries- Coordinate closely and regularly with the Monitoring and Evaluation on all data collection, data entry, and data analysis- Liaise closely with PHCS Project Manager and Field Staff for field-visits- Plan and follow up on the timeline of all the M&E activities- Support the PHCS Project Manager in developing a list of indicators in a user friendly database to enable the fulfillment of reporting obligations to donors- Facilitate meetings with project staff to reflect on findings and agree on an action plan- Represent RI through attending the necessary meetings and workshops- Coordinate closely with UNHCR Health Information Management Officer- Assists in the design, creation, and implementation of different M&E tools including (needs assessment, baselines, On-Site monitoring, Post-Distribution monitoring, satisfaction surveys.. etc)- Support the PHCS project teams in creating data-bases templates for their project activities.- Ensure that project level means of verification are available and organized at the project site.- Report immediately on achievements or difficulties faced on the field
