Technical & Programmatic Oversight and Implementation:
- Provide technical support of Program Manager for the successful implementation of projects.
- Support new Economic Opportunities program start-up, including gap filling as Program Manager during recruitment processes as needed and support the hiring and onboarding of staff in Economic Opportunity programs to ensure key technical positions are adequately staffed.
- Advise and support RI Lebanon team with planning, supervision and implementation of livelihoods projects as needed.
- Produce technical guidelines and tools for standardized operating procedures for the implementation of project activities in partnership with Program Managers and Support Staff.
- Build technical capacity of Program and MEAL staff in livelihoods through both structured trainings and mentorship.
- Provide expert advice to and build capacity of the team on skills development, financial inclusion, Sustainable agriculture and dairy intervention, private sector engagement, how to promote conflict sensitivity FSL activities, etc.
- Work closely with program and MEAL Teams to ensure the monitoring and evaluation of programming to identify areas to strengthen programming, and measure outcome and impact of Economic Opportunity programs.
- Provide advice and support to the Program Managers and field teams (as relevant) on the implementation of livelihoods projects, including offering solutions for troubleshooting.
- Ensure alignment with regional and global livelihoods initiatives through regular engagement with Regional/Global Advisors.
Program Development
- In coordination with the Program Director, develop and lead Economic Opportunities’ portfolio growth planning and donor engagement in Lebanon.
- Capture innovative approaches and lessons learned on projects to disseminate and position RI as a thought leader in Economic Opportunity programming in Lebanon.
- Support in assessments to identify areas of new opportunity and future program development.
- Provide support in integrating resilience and livelihoods activities across programming sectors (e.g. Nutrition, Health, education, etc.).
- Work closely with proposal development teams on new project design including proposal development, providing technical lead in designing of objectives, activities for livelihoods projects and related budgets.
Internal and External Coordination
- Keep DCD-P and relevant Lebanon-based staff well-informed regarding developments and emerging issues related to the livelihoods sector and implementation of relevant projects.
- Stay updated regarding relevant livelihoods/Food Secuirty sector/ MOSA/ MOL developments; and communicate necessary updates to all relevant staff while ensuring the presence of appropriate improvement or changes in implementation accordingly.
- Represent RI technically in bilateral and multilateral meetings, donor meetings, and coordination mechanisms taking a leadership/ visible role to the extent possible.
- Build relationships with local stakeholders in livelihoods sector, including but not limited to, vocational training centers, private sector, and relevant local authorities to identify areas for current and future coordination and collaboration.
- Ensure coordination with UN agencies, INGOs and other actors in the livelihoods sector.
- Ensure positive field visits from donors, government, or other important external stakeholders, including ensuring a well-organized visit and responsiveness to any questions.
- Participate actively in internal meetings as scheduled, coming prepared to the meeting to maximize usefulness for project implementation.
- Coordinate regularly with the RI’s Regional Livelihoods Advisor.
