MEAL Assistant - Bekaa

  1. MEAL specific tasks
  • Provide basic assistance in the design and implementation of MEAL tools including check-lists, patient exit survey, on-site monitoring, satisfaction surveys…etc. This is done in close coordination with the direct supervisor and in alignment with the needs and requirements of UNHCR program and its indicators.
  • Ensure accurate sampling for the needed monitoring assessments for the projects whereby the MEAL Assistant is requested to do select a representative sample from beneficiaries by applying sampling calculation in order to come out with a batch of households (HHs) who will be interviewed for the different needed type of surveys.
  • In coordination with Program Management and/or direct supervisor and/or MEAL team members, contribute to the ongoing activities’ monitoring of Primary Health Care Centres (PHCC) through site visits, Education Learning Centres, conducting Post Distribution Monitoring (PDM) through field awareness sessions’ visits and validation check calls, following up on Patient Exit Assessments with Outreach Volunteers, validating pre-post test conducted during Health/Mental health awareness sessions, Homework Support Group sessions, PSS sessions, etc... The job holder should document and report all related data and information; in addition to any obstacle faced on the field.
  • The MEAL Assistant should support program team conducting the surveys on the field and follow up; s/he will also be requested to conduct MEAL surveys as well.
  • Conduct/attend Data Reflection meetings with program staff on a monthly basis in order to to reflect on findings, track the indicators’ achievements, documenting and reporting any over or under achievement gathering all related data and necessary information from program teams
  • Conduct/attend Lessons’ Learned Events with program teams on a quarterly basis in order to record successes and achievements, in addition to challenges or obstacles faced throughout the implementation of activities, finally coming up with recommendations and agree on action plans needed to move forward.
  • In coordination with the program team, the MEAL Assistant will assist in the development of interview questionnaires (FGD/KII) and implementation processes; this is part of the job holder’s responsibilities since field visits are taking place on a daily basis and the job holder can suggest topics which could be stressed on.
  • Assist in monitoring of projects’ education awareness sessions regarding: relevance and benefit of information shared, RI staff conduct, RI visibility, team responsiveness, beneficiaries’ feedback and complaints etc. to provide recommendations accordingly.
  • Assist in the monitoring and evaluation of program trainings such as capacity building trainings provided to the health care staff or any relevant staff. The MEAL Assistant is requested to attend such trainings in order to observe the activity/training (attendance, pre-post testing). Template check lists and end of training evaluation forms should be filled accordingly and reported to the Senior MEAL Officer and MEAL Manager while highlighting challenges, quality of delivering the activity, means of improvements…etc.
  • Conduct PHENICS data cleaning received from the supported PHCC: (1) consultations database; (2) Ante Natal Care (ANC) database; (3) vaccination database; and (4) patients’ data tracking
  • Prepare Payment Requests (PRs) and lists of PHC consultations including the number of cancelled consultations to be signed by relevant staff and then share with finance
  • Prepare invoices and share with Public Health Officer to get it signed and stamped from the PHCC management after the payment release from Finance team
  • In coordination with the Senior MEAL Officer and Accountability and Safeguarding Officer, the MEAL Assistant is requested to implement a well-structured Feedback Complaints and Response Mechanism (FCRM). FCRM should cover all the stages of feedback from the time the reported is reported until it is resolved. The MEAL Assistant is expected to have a proper documentation regarding the FCRM and provide the needed updates in a well-organized manner upon request. This includes but is not limited to:
    • Maintaining records of all complaints, monitoring the complaints received and documenting the response processes through developing and maintaining a logging or tracking system;
    • Follow up on the status of all referrals (internal and external) received; the information will be used to support the analysis and reporting of program progress in relation to the FCRM. As such, the reports provided should be accurate, organized, updated, and comprehensive;
    • Maintain a professional communication level with UNHCR and sector agencies regarding referrals and service mapping; the job holder is also requested to follow up with the Senior MEAL Officer on the progress of cases referred to/from UNHCR project and properly document them.
  • Support the Senior MEAL Officer in developing a list of indicators in a user friendly database and RI Log Alto platform to enable the fulfilment of reporting obligations to donors in an effective and efficient manner.
  1. Documentation
  • Ensure that project means of verifications (MoVs) are available and organized at the project site as hard copies and archived as soft copies on RI Box platform; this evidence filing will be done under the direct supervision of the Senior MEAL Officer;
  • Report immediately any achievements, difficulties or obstacles faced in the field to the direct supervisor. This could be done either written or verbally depending on the type of the incident to be reported. However, this should be done in a timely manner in order to identify the needed actions in an effective and efficient manner;
  • Ensure accurate/good quality data collection of the community referrals database and awareness sessions database collected form community health team. Any lack of commitment to the quality of the data collected should be immediately reported to the direct supervisor;
  • In alignment with the direct supervisor’s request and in alignment with the instructions and implemented SOPs, the MEAL Assistant should accurately analyse and compile the data and information to measure indicators’ progress and impact of the projects’ activities in relation to the proposals’ indicators;
  • Ensure effective and efficient documentation of all collected data quantitatively and qualitatively meeting all programmatic indicators; Ensure that all field-data is collected in a timely manner and stored efficiently in soft and hard copies to be provided upon request; Support the project teams in compiling data for all components of the project upon request.
  • Submit the necessary field-reporting documentation after every monitoring activity with the relevant means of verifications and evidences;
  • Assist the MEAL Senior Officer in the MEAL monthly and quarterly reports in which collected data must be clearly presented and analysed and other required reports in a timely manner; ‘Represent RI through attending the necessary meetings and workshops;
  • Coordinate closely with UNHCR Health Information Management Officer.

 

  1. Monitoring Field Visits
  • The MEAL Assistant should continuously demonstrate a high level of professionalism while working or coordinating with beneficiaries; any incident or work-related conflict should be immediately reported to the MEAL Senior Officer. The Job holder should avoid going into any work-related communication which might jeopardize the relationship or the reputation of RI.
  • Foster and maintain for an effective, transparent and positive relationship with the beneficiaries, their families, local communities, advocating for RI’s project activities;
  • In alignment with the policies and procedures, coordinate closely with the Program team and field staff regarding the organization and conducting of field visits.
