Essential Functions & Areas of Accountabilities
Program Implementation Management
- Act as the primary point of contact to supervise and monitor field activities of the livelihoods team; Ensure effective and efficient day-to-day implementation of program plans.
- Responsible on coordinating, consolidating, and ensuring smooth implementation of program and operations’ activities, in adherence to logistics, human resource, administration, and security procedures.
- Actively assist the Livelihoods Program Manager in planning, implementing, and monitoring project activities to meet project deliverables based on timeline and scope agreed with the donor.
- Provide direction and monitor staff in their implementation of work plans and quality of technical activities.
- Work closely with RI’s MEAL Department to facilitate surveys and monitor visits relevant for program quality and implementation.
- Facilitate visits to project implementation sites for internal stakeholders, donors, and any other external stakeholders.
- Work closely with the local organization working under this project.
- The job holder is expected to contribute to program development initiatives, whenever requested.
Team Management and Employee Supervision
- Responsible for managing the staff of the relevant program team, including but not limited to: employee relations, grievances, leaves’ management, empowerment, training and development, performance objectives, capacity building, staff care, and completion of performance evaluations in a comprehensive and timely manner; the coordinator is expected to proactively plan and organize training and developmental activities to develop the capacity of the project staff with support from the Program Manager;
- Issues faced in any of the above-mentioned aspects should be reported to the HR Team and Program Manager; all decisions taken should be in alignment with RI’s policies and procedures.
- Responsible for supporting staff to make decisions within their level, taking leadership to resolve issues, and collaborating with the Program Manager for resolution of issues at a higher level or if assistance is requested.
- Provide technical support and training to project's staff.
- In coordination with HR and Program Manager, the Program Coordinator actively participates in identifying any vacancies and recruitment needs; this includes shortlisting CVs, attending interviews, providing technical feedback, developing TORs, orienting new joiners regarding their on-the-job tasks and any other related tasks.
- Ensure to review Staff Care issues with the direct reports on a regular basis; continuously monitor individual staff members’ capacity for self-care; and take adequate actions to ensure that staff well-being measures are in place and in alignment with the RI’s policies. Ensure an adequate attendance and participation in all Staff Care trainings as requested by the Organization and Country office.
Documentation and Reporting
- Responsible for keeping the Program Manager well-informed with developments and emerging issues related to the implementation of the program.
- File, document, and report work progress to Livelihood Program Manager on weekly basis.
- Contribute to donor and internal reporting, including success stories.
- Responsible for the supervision of data collection.
Internal and External Coordination
- Provide active participation and regular attendance at the Livelihoods and Food Security and agriculture working group meetings, and technical meetings which are intended to build technical and managerial capacity, and other relevant meetings requested by the Programs Manager.
- Participate actively in internal program meetings as scheduled, coming prepared to the meeting to maximize usefulness for project implementation.
- Assist the Program Manager for ensuring a positive field visit from donors, government, or other important external stakeholders, including ensuring a well-organized visit and responsiveness to any questions.
- Liaise with key external stakeholders, including but not limited to, unions and local municipalities, partner organizations, vocational training centers, private sector, other relevant stakeholders, and program participant communities to ensure successful deliverables.
Work Coordination: Internal direct reporting, dotted line work coordination and external coordination
- The Job Holder reports directly to the Livelihoods Program Manager.
- Under the supervision of the Livelihoods Programs Manager, the Job Holder should coordinate closely with internal support departments: Operations, HR, and Finance to ensure accurate resource allocation and planning.
Span of Control & Decision Making
The Job Holder should take decisions related to the accountabilities outlined above seeking approval/ coordination from Livelihoods Programs Manager as appropriate. Any decision beyond her/his realm or responsibility should be discussed with the Livelihoods Programs Manager.
Working Conditions / Operating Environment
The Job Holder will be working from RI’s office in Beirut; however, a significant amount of time will be required in external meetings and working at locations outside of the office within Bekaa, South and North.
