Program Officer

Provide support to the Program Manager in the management of multi-sectoral & multi-area emergency and relief projects corresponding to the Syria crisis (finances, operations, personnel, security, partnerships, etc). Develop work plans, expenses projections, M&E plans, reports and other program materials. Collect and organize data as needed. Assure an efficient office organization and a correct registration of the project documentation. Provide administrative and financial support to projects and assist in preparing budget estimates for activities, monitoring spending and obtaining quotes for services. Assist the Project Manager in the preparation of contracts with suppliers, partners and service providers, and monitor contract administrative performance. Assist in monitoring program progress toward goals, objectives, and indicators. Monitor and facilitate internal desk reviews and generate lessons learned, best practices, survey questionnaires for rapid assessments, and other relevant documents. Contribute to the support and capacity building of local targeted groups and help with conducting capacity and needs assessments of local organizations and other stakeholders, and help identify and arranging capacity building activities. Support grant and sub-grants tracking, ensuring forward planning and preparation for donor report writing, adherence with RI requirements and timelines and timely submission of sub-grantee reports. Contribute to routine monitoring and information gathering/sharing on the political, humanitarian, development and security situation in the implementation areas. Maintain awareness about international standards with regard to program design and implementation and humanitarian relief and development best practices. Contribute to the integration of ongoing and new program activities proposed to create coherent, quality, and complimentary programming trajectories and stable community relations.
