Protection Consultant

Scope of Work: During the Contracting Period, Contractor shall provide the following services to Relief International:

Millions of children around the world are trapped in child labour, depriving them of their childhood, their health and education, and condemning them to a life of poverty and want. There is work that children do to help their families in ways that are neither harmful nor exploitative, but many children are stuck in unacceptable work for children – a serious violation of their rights. The purpose of this assignment is a) identify the gaps and needs in child labour pertaining to Syrian refugees and b) identify potential local partners in Lebanon with experience in child labour and protection of children. The consultant will work to provide RI with an evidence-based program design, which responds to identified needs for vulnerable Syrians refugees and host communities in the sector of Protection, with a specific focus on addressing child labour.

The consultant will need to complete a desk review of overall needs and relevant trends in child labour/protection for vulnerable groups in Lebanon. Then the consultant will develop an assessment to be implemented by RI that will include quantitative and qualitative data collection, targeting specific areas of concerns based on the desk review and focused on select geographic areas.  Ultimately, the following objectives should be achieved:

  1. Preliminary understanding of what sectors child labour spans in Lebanon, including agriculture, manufacturing, quarrying and mining, and domestic service. What is hidden from the public eye? What are the key drivers? And what are the most vulnerable age groups?
  2. Assessment that will support program development opportunities and elaboration of RI’s strategy in 2019 and beyond
  3. Identification of real/potential partners across Lebanon with experience in child labour and/or a good track record in outreach within targeted location(s).

Format of final deliverables:

  1. Desk Review: The desk review should be compiled in a report format with clear citations.
  2. Assessment design and related tools: The assessment design must include quantitative and qualitative data collection approaches, and be “ready-to-use” for RI’s assessment implementation team.
  3. Outline of a program design: This should include elaboration of key partnerships, log frame, and description of implementation approach.  A proposal is not required.

Responsibility of the consultant / deliverables:

The Consultant is expected to undertake the following tasks:

  • Draft and share for review a work plan, which is agreed and approved by RI Lebanon management before proceeding.
  • Proceed with implementing work plan; ie, conduct desk review, meet with key stakeholders in Lebanon as necessary, design assessment
  • Share draft desk review.
  • Share draft assessment.
  • Share draft program outline.
  • Submit final desk review, assessment and program outline report based on RI’s feedback from the draft documents.

Required Qualification and Experience:

The consultant should have the following qualifications and experience:

  • Relevant academic and professional background in protection-focused humanitarian interventions in complex environments.
  • Technical assessment and communication skills, including qualitative and quantitative analytical approaches.
  • Understanding of context in Lebanon, including the humanitarian response overall.
  • Understanding of on-camp programming. 
  • Demonstrated understanding of the work proposed in the TOR.
  • Strong English writing skills, but also fluency/competency in Arabic is a plus.

Ownership of the deliverables:

Relief International shall have full ownership of the final deliverables, research, working papers and other results of the Consultant’s work under this assignment. The Consultant shall not publish nor otherwise use any portion of the deliverables or data collected without the written authorization of RI. The Consultant shall waive any copyright to the work produced as a result of the contract.

This document describes the general nature of the Contracting Services Contractor agrees to perform during the Term of this Agreement.  It is not a comprehensive list of services Contractor may be requested to perform for Relief International.
