Provide technical support for cash related activities
Conduct an overall review on the harmonized coordination process between acting partners (Lebanese Cash Consortium (LCC) , UNHCR, INGOS (Implementing Partners (IPs) and Operational Partners (OPs)) (Identify gaps and advise on resolving the gaps)
Review gaps in the type of assistance for protection (multi-sector cash) and advise on resolving the gaps
Provide technical review on the feasibility of the assessment tool (Household Profiling Questionnaire (HPQ) in relation to protection and the criteria of economic vulnerability
Correlation between assistance provided and regional/seasonal Survival Minimum Expenditure Basket (SMEB)
Review gaps in the overall process (Identifying beneficiaries (SGBV), tracking and follow- up, monitoring)
Advise on:
Feasibility of conditional assistances for protection within the context of the Syrian crisis in Lebanon taking into account all variables: displacement, change in number of members per household, and change in income status.
Multi-sector cash and its role/impact on Livelihoods in SGBV cases (HHS maintaining sustainable lifestyle).Provide recommendations on promoting sustainability through multi-sector cash.
Time interval separating and defining emergency response from sustainability
Relativity of cash assistance to the case (case management)
Identification of Household (HH) economic vulnerability criteria in the absence of an assessment tool
Assistance based on victims externally exposed to abuse
Feasibility of conditional assistances in relation to Protection cases
Type and duration of assistance for SGBV cases (individual base)
Procedures needed to follow-up on assistance (case by case or sample)
Correlation between SGBV and SMEB (if feasible
Correlation between Cash assistance (including multi-sector) and protection ( In particular SGBV cases)
Best approach to assist SGBV cases and the impact (positive/negative) of direct cash assistance
Possible exit strategies
In coordination with M&E Manager, advise on
Effective monitoring tools to monitor the direct impact of cash on protection
Efficient Post Distribution Monitoring Questionnaire (PDMQ) providing direct accurate measures of RI’s assistance
Need in the development of a PDMQ in regards to the type of protection risk (whether survivor or prone to the risk)
Practical questions/tools that directly reflect impact of cash on protection
Monitoring of cash withdrawals and the effectiveness of lack of access in regards to specific SGBV case
Protection standards that should be introduced in the monitoring tools in relation to coping mechanisms, behavioural mechanisms etc.
Advise on (Program)
Team structure for efficient cash follow – up and monitoring
Cash tracking mechanism (Overall database (Beneficiaries’, expenditure…)
Implementation methodologies (mapping (case referrals), data collection, distribution, post distribution)
Provide recommendations on
Resolutions for identified gaps
Best Practices in the cash sector
Developing needs assessments and other indicators reflecting economic vulnerability
Most feasible methodologies of cash transfe
Monitoring assistances with respect to special cases (malnutrition, special needs).
Efficient team structure for harmonized coordination
