Quality Control Officer - Beirut

Essential Responsibilities and Duties

  • Conducts site visits to monitor, conduct quality assessments, analyze gaps and proceed with quality improvement plans for each Primary health care center (PHCC), mainly focusing on the following fields: infection prevention and control, risk management, environmental and waste services, occupational health and safety, clinical procedures, firefighting and safety and others.
  • Work closely with each PHCC to develop Quality Improvement Plans based on the needs and requirements of each PHCC;
  • Improve Standard Operating Procedures of PHCCs, the job holder should develop and implement the right system to check and reinforce accurate documentation requested for an effective and efficient implementation of the SOPs at the PHCC;
  •    Ensure compliance with the SOPs in order to minimize risk areas or gaps in the implementation procedures. This should be done on a regular basis; 
  • Oversee and maintain quality improvement processes for the centers and follow up on the corrective action plans accordingly. The job holder should also review results of patient satisfaction surveys and patient complaints and recommend corrective actions and improvement plans accordingly;
  • Engage directly with staff at the health facilities in order to review clinical guidelines and protocols per MOPH and international standards;
  • Regularly monitor the progress of each center towards achieving the improvement action plans, and support PHCCs to meet quality indicators.

 

Miscellaneous

  • The job holder should demonstrate a high level of cultural sensitivity, professionalism, politeness and objectivity when dealing with staff at the PHCCs under all circumstances. The Job holder should avoid going into any work-related communication which might jeopardize the relationship of RI with any party;
  • Coordinate closely with the Program team to ensure position tasks can be delivered;
  • Actively participate in coordination meetings when requested by the Program Coordinator;
  • Actively participate in weekly staff meetings and submit reports on time;
  • Assist Program Coordinator in conducting training for health facility staff.

Work Coordination:

Internal direct reporting, dotted line work coordination and external coordination

The Job Holder reports directly to Program Coordinator with dotted line work relation with the designated staff at the PHCCs and internal Program Staff. This will be done under the supervision of the Program Coordinator.

Span of control and decision making

The Job Holder should take decisions related to the accountabilities outlined above seeking approval from the Program Coordinator. Any decision beyond her/his realm of responsibility should be discussed with the Program Coordinator.

 

Working Conditions / Operating Environment

The job holder will be part of the team members who will be located at Beirut’s office in Jisr El Bacha, Sin El Fil. However, daily field visits to project locations Beirut- Mount Lebanon area is an integral part of the job description.
