Provide technical support for cash related activities
Conduct an overall review on the harmonized coordination process between acting partners (Lebanese Cash Consortium (LCC) , UNHCR, INGOS (Implementing Partners (IPs) and Operational Partners (OPs)) (Identify gaps and advise on resolving the gaps)
Review gaps in the type of assistance (multi-sector cash) and advise on resolving the gaps
Provide technical review on the feasibility of the assessment tool (Household Profiling Questionnaire (HPQ) and the criteria of economic vulnerability
Correlation between assistance provided and regional/seasonal Survival Minimum Expenditure Basket (SMEB)
Review gaps in the overall process (Identifying beneficiaries, tracking and follow- up, monitoring)
Advise on:
Feasibility of conditional assistances within the context of the Syrian crisis in Lebanon taking into account all variables: displacement, change in number of members per household, and change in income status.
Multi-sector cash and its role/impact on Livelihoods (HHS maintaining sustainable lifestyle). Provide recommendations on promoting sustainability through multi-sector cash
Time interval separating and defining emergency response from sustainability
Best means to assist refugees
Relativity of cash assistance to the country of origin
Identification of Household (HH) economic vulnerability criteria in the absence of an assessment tool
Efficient Post Distribution Monitoring Questionnaire (PDMQ) providing direct accurate measures of RI’s assistance
Effective Cash Monitoring Tools
Monitoring of cash withdrawals
Possible exit strategies
Advise on (Program)
Team structure for efficient cash follow – up and monitoring
Cash tracking mechanism (Overall database (Beneficiaries’, expenditure…)
Implementation methodologies (mapping, data collection, distribution, post distribution)
In coordination with Protection expert, advise on:
Feasibility of conditional assistances in relation to Protection cases
Type and duration of assistance for SGBV cases (individual base)
Correlation between SGBV and SMEB (if feasible)
Correlation between Cash assistance (including multi-sector) and protection
Provide recommendations on:
Resolutions for identified gaps
Best Practices in the cash sector
Developing needs assessments and other indicators reflecting economic vulnerability
Most feasible methodologies of cash transfer
Monitoring assistances with respect to special cases (malnutrition, special needs).
