Position                    Program Manager – Sexual and Gender Based Violence (SGBV) Program in Lebanon   Location                   Beirut, Lebanon with frequent travel in Lebanon, particularly to areas in Beirut, Mount Lebanon and North Lebanon   About RI:                  Relief International (RI), an international relief and development agency with cross-sectoral programs bridging emergency assistance, early recovery and development, is active in responding to the Syria crisis in the region, including Lebanon, with multi-sectoral emergency programming targeting the most vulnerable.   Position Summary:   RI will imminently launch a comprehensive program for SGBV protection and assistance targeting vulnerable populations in the areas of Beirut, Mount Lebanon and North Lebanon, and is seeking a Program Manager.   The program is a multi-sectoral intervention involving multiple organizations and actors from the refugee community, NGO and inter-government implementing partners, and other national and international organizations providing related services.  The Program Manager’s duties will include staff/volunteer management, training and sensitization, liaison and coordination with organizations working in the refugee setting, community mobilization with refugees, and overall program development, monitoring and evaluation. The SGBV Program Manager must have experience, comfort, and confidence in working with children and adults.     ESSENTIAL RESPONSIBILITIES AND DUTIES:   Staff and Volunteers Draft job description for staff and volunteers. Recruit, hire, and supervise staff and volunteers. Develop training curriculum in collaboration with identified training organizations. Arrange for staff and volunteer orientation, training, and refresher courses. Develop and implement strategies for volunteer retention and recognition.   Community Mobilization Using participatory methods, engage refugee leaders and other refugee groups and individuals in active participation with all phases of program planning, development, and implementation. Organize and facilitate monthly camp-level discussion and coordination meetings to build refugee capacity and strengthen community-based prevention and response to SGBV.   Multi-sectoral and Inter-agency Program Development and Coordination Establish close working relationships with NGOs, host government agencies, and U.N. agencies in the setting; meet regularly with individuals and groups from these organizations. Organize and facilitate regular (monthly) coordination meetings with these organizations. Lead the effort to develop a multi-sectoral and inter-agency prevention and response program to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation. Establish written guidelines and procedures. Working closely with partner organizations and training resources facilitate and organize training workshops for skills building, sensitization, and capacity building of staff for appropriate response to SGBV.   Monitoring and Evaluation Conduct Situation Analysis of SGBV in the setting, using participatory methods: collect data and information from multiple sources, including from among refugees, NGOs, host government, and UN agencies. Revise SGBV Incident Report Form as needed for the setting. Train partner organizations and other sectors in use of this form. Maintain awareness of all SGBV cases reported in the setting through immediate review of Incident Report Forms, regular meetings with field staff/volunteers. As needed for difficult or complex cases, provide direct advocacy and assistance. Collect, compile, and analyze SGBV report data monthly. Collect and compile program activity information, evaluating progress toward achievement of program outcomes. Develop monthly report formats that capture relevant information and that support the analysis and evaluation of program progress.   Administrative and Miscellaneous Duties Maintain awareness of budget and expenditures in order to manage program within budget. Write monthly work plans, monthly reports, and other reports as needed or requested. Assist in writing program proposals and meeting with donors on SGBV-related potential programming. Arrange for comprehensive and progressive gender-awareness training workshops with all staff of this organization. Other duties as required.   QUALIFICATIONS &REQUIREMENTS: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Master’s degree in a relevant field or Bachelors degree with commensurate work experience; Minimum of five years professional experience in monitoring and evaluation of USAID, EU and/or U.N.-funded projects. Solid background and knowledge of reporting regulations for various donors; Proven data collection and data management experience; Excellent interpersonal, communication, public speaking, and strategic planning skills required; English and Arabic fluency required; Strong English writing skills required; Experience in leading trainings on monitoring and evaluation implementation for staff a plus; Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently; Experience working with refugee populations in emergency response context a plus; Excellent time management skills and resourcefulness with strong attention to detail.
