The René Moawad Foundation, SIRCLES project’s partner in Lebanon is launching a call for tenders for the provision of a composting facility in Hbaline – Byblos as a key component of a circular economy model that creates job opportunities and makes local compost more accessible to farmers
Professional Qualification:- Organic Solid Waste Management solution provider.
- The company must have proven experience in Lebanon working with international agencies and NGOs for the last 5 years.
- The company must have a sound reputation in the local environmental sector and have previous successful organic waste management systems that had few to non-existent social rejection.
The bidder shall have:
- At least 5 years of relevant experience in solid waste management in Lebanon, biowaste management, waste source separation, composting solutions, etc…
- Relevant experience in working for governments and/or international organizations on organic waste composting products provision
- Proven track record of well delivered contracting projects. Letters of recommendations are an advantage.
- Sound knowledgeable of the institutions of Mediterranean region and international organizations such as the EU as an advantage;
The company shall have:
- Competent personnel having at least 10 years of experience in solid waste management
- A department for engineering or at least 3 engineers from different related backgrounds
- Proven composting technology with success cases in Lebanon is a must
- The ability to stay on the schedule in the overall project implemented
- To be compliant with all local environmental regulations
- A sound after sales service
The bidder shall:
- Present a concept design layout
- Deliver and install ASP composting system treating 3.75 tons per day of organic waste excluding carbon material
- Hold at least 2 introductory training sessions to the operator on how to manage and operate the composting facility
- Perform bi-monthly Quality Control visits for at least 3 months followed by two visits per year in the following 2 years.
The bidder shall:
- Coordinate with the Environmental consultant performing the EIA and present all needed information.
- Undertake all necessary activities to ensure environmental compliance
- Perform a site visit to the facility location prior the delivery and installation of the system
- Deadline to present proposals: May 25th, 2022
- Works must be concluded within 2 months starting from the contract signature
The consultant should submit the total budget in the proposal with a detailed breakdown including applicable government taxes.
Three payments will be made in US dollars in the following method:
- 50% of the total amount specified in the contract upon signature
- 30% of the total amount specified in the contract upon installation of the composting facility
- The remaining 20% will be paid within two months of environmentally compliant operations.
Interested applicants should provide a proposal covering the following aspects:
- Detailed response to the TOR
- Preliminary drawing in a separate layer on the site layout enclosed
- Specifications sheet for the composting sytem including all the features, advantages, and limitations if any
- Company CV and/or portfolio
- Example of previous work
- Detailed budget, including expenses, etc.
