The René Moawad Foundation (RMF) is implementing the ENABLE project, funded by the International Labour Organization (ILO), which aims to improve national active labour market interventions for the socio-economic inclusion of vulnerable groups in Lebanon. The project targets beneficiaries registered under the Ministry of Social Affairs' (MoSA) AMAN, NPTP and National Disability Allowance (NDA) programmes.
The project operates in North Lebanon, Akkar, and Mount Lebanon — regions selected on the basis of documented labour market conditions and operational feasibility in the current security context. Implementation spans a six-month period in 2026.
The project's core intervention involves identifying and engaging operational enterprises capable of hosting beneficiaries in short-term subsidised employment, with the objective of facilitating their transition into permanent decent work. Following enterprise mapping and beneficiary profiling, selected beneficiaries undergo a 10-day core work skills training programme before being placed in subsidised employment. The Core Work Skills Trainer is responsible for designing and delivering this training.
RMF is seeking a qualified Core Work Skills Trainer to adapt and deliver a 10-day competency-based training programme to 50 selected beneficiaries across North Lebanon, Akkar, and Mount Lebanon. The Trainer will work within the framework of the ILO Global Framework on Core Skills for Life and Work in the 21st Century, tailoring training content to the specific occupational profiles confirmed by partner enterprises.
The Trainer's role is distinct from that of the Career Counselling Expert, who delivers a separate series of group career orientation sessions. The Trainer's function is technical skills delivery — not career counselling. All training sessions are to be delivered in-person in safe areas in the target regions.

- Technical Offer
The Technical Offer should include:
- A cover letter explaining the candidate's relevant experience and motivation for this assignment.
- An updated CV highlighting relevant qualifications and experience.
- A brief technical note (maximum two pages) describing the candidate's proposed approach to the 10-day training programme, including a proposed module breakdown, delivery methodology, and estimated timeline.
- Contact details of two professional references.
- A sample of a previously delivered training curriculum or programme of similar scope and context.
Note: Candidates must be available for in-person training delivery in North Lebanon, Akkar, and Mount Lebanon. Remote delivery is not available for this assignment except in the event of a force majeure security incident that makes all physical access impossible.
- Financial Offer
The Financial Offer should include:
- A daily rate in USD.
- A total proposed budget based on the candidate's estimated number of working days, broken down by assignment phase.
- Any additional cost items the candidate considers necessary to complete the assignment.
