The Rene Moawad Foundation (RMF) is a Lebanese non-profit, non-political, non-sectarian organization, established on November 22, 1991, two years after President René Moawad’s assassination, who was elected President of the Lebanese Republic on November 5, 1989 and killed 17 days later. President René Moawad believed in a strong and democratic state and fought for a progressive and modern Lebanon, a peaceful Lebanon, which embraces the values of democracy, human rights, moderation and pluralism.
Project Background:
The project’s objective is to alleviate poverty and improve the food security of vulnerable households. RMF, through this project, will ensure the active engagement of 1,800 vulnerable beneficiaries, in short-term cash for work opportunities tackling light rehabilitation, construction, within 6 villages in Akkar namely Halba, Al Jdidi, Menyara, Chekh Mohamad, Chekh Taba and El Mehamra. Each CfW participant will be engaged for a cycle of 40 working days including the one day first aid training. Accordingly, each cycle starts with the first aid
training session before participants join the field works. Each cycle consisting of 300 CfW participants.
Task Objective:
The Rene Moawad Foundation is seeking a contractor to conduct a one-day First Aid trainings for 1800 beneficiaries to increase knowledge and improve the quality of intervention in case of a medical or traumatic incidents.
Target:
1800 beneficiary, above 18 years of age, in sessions of 10-12 participants, each lasting 8 hours
Scope of work:
The scope of the assignment is limited to the provision of Basic First Aid trainings to Lebanese and Syrian Refugee beneficiaries under RMF activities. The contractor is expected to perform the following activities and provide updates and reports as detailed below:
- Prepare an inception report with a comprehensive schedule for the delivery of the training in coordination with the project team.
- Deliver an internationally certified first aid training curriculum based on the common practices in the field and provide the external training materials, among these, Power point presentations, workshop exercises, tools/resources, handouts for attendees, etc.
- Ensure all activities are delivered on time
- Ensure participation of all participants in the course
- Coordinate with RMF on logistical arrangements and the availability of the beneficiaries for the training.
Topics to be covered:
- Scene safety and Scene Management
- Alerting EMS services
- Managing the following injuries
- Choking
- Unconsciousness
- Cardiac arrest + AED usage
- Bleeding
- Burns
- Bites and stings
- Wounds
- Trauma
Key deliverables:
- A first aid training curriculum, material and agenda to be delivered to the trainees
- Provide all equipment and materials for the training
- Deliver training sessions for all 1800 beneficiary via sessions that include 10-12 participants, and extend for 6- 8 hours maximum
- The capacity of conducting minimum of 6 sessions in parallel within the targeted cluster of villages
Time Frame:
This assignment is for a period between the 1st week of March 2023 and the 4th week of August 2023
Desired Qualifications, Specialized knowledge or experience:
The training is planned to be conducted by an institution or by a registered firm being accredited by the Ministry of Health or appropriate local Governmental body, well‐established and highly qualified, with experience in provision of first aid trainings.
The bidder should have established credibility in the following areas:
- A well‐established highly qualified, experienced training provision institution/company, accredited by the Ministry of Health which has at least five years of proven experience in conducting similar work or assignment is required.
- The contractor (training company) should have an excellent experience in the training and development area, with demonstrated knowledge and experience.
- In addition to the profile of the institution, the team to deliver the service should have the following profile and qualification:
- Ability to deliver timely training services to a big number of trainees in an organized manner.
- Ability to track progress and completion of training courses.
- Ability to deliver courses via Certified Trainers
Call for Proposals:
A two‐stage procedure shall be utilized in assessing the proposals, with assessment of the technical proposal being completed prior to any price proposal being compared. Applications shall therefore contain the following required documentation:
A. Technical proposal
A technical proposal should be submitted as an overall response to TOR ensuring that the purpose, objectives, scope, criteria and deliverables of the project are addressed. The proposal shall include detailed breakdown of the necessary components to show the work and competence of the firm to execute the assignment.
The Technical section of the proposal should be submitted in English languages. All other sections should be annexed. All sections (components) of the proposal will be evaluated and any omissions will weigh against the quote during the study.
Technical Proposals must include:
- Contractor profile
- Contractor registration papers
- Detailed breakdown of the necessary components to show ability to organize trainings
- An overall technical approach to the assignment
- Based on the proposed timetable laid down in the TOR, a proposal of detailed and with Elaboration on the methodology
- Composition of the team, indicating the technical deliverables they will be in charge of in addition to their CVs
- Detailed workplan and timeline
B. Financial Offer
A financial proposal with a breakdown of all costs that are to be charged to RMF.
The Financial Proposal shall be submitted in a separate file, clearly named Financial Proposal. No financial information should be contained in the Technical Proposal.
