Request for Proposals for Service Provider to Plan and Execute a Community Market in Jbeil Under the Promoting Sustainable Livelihoods (PSL) Activity

Background

The Promoting Sustainable Livelihoods (PSL) activity is a USAID-funded project implemented by Rene Moawad Foundation (RMF) over the course of five (5) years, ending September 16, 2025 and aims to improve the livelihoods of residents of target municipalities through training, technical assistance, infrastructure rehabilitation, and marketing, and improve and upgrade existing assets in their municipalities. The PSL goal is to sustain the livelihoods of 31,500 households across seven (7) clusters joining 105 municipalities in the North, Beqaa, South, and Mount Lebanon areas.  RMF is implementing PSL in partnerships with local and international organizations with diverse specialties including: 1. The Lebanese Maronite Order (OLM); 2. The Maronite Foundation of the World (MFW); 3. The Association for Forests, Development and Conservation (AFDC); 4. the Michel Daher Social Foundation (MDSF); 5. The Atayeb Al Rif (AAR) Cooperative; 6. NoGarlicNoOnions (NGNO); and, 7. Keylime.

Subject of the Request for Proposals

Under the PSL activity, RMF is seeking a service provider to plan and execute a Community Market in Jbeil area which will take place in March 2023.

Scope of Work

Under the PSL activity, the service provider will plan, manage and execute a community market in Jbeil area for at least 25 exhibitors over a period of three days (17-18 and 19 March 2023 AM and PM) on the occasion of start-up of spring season and mother’s day.

The exhibitors / Micro, Small and Medium Enterprises (MSMEs) will be covering different categories: Local food producers, Local produces (Mouneh), Local Artists, Flowers, Farmers, Hotel and Guesthouses representatives.

Detailed specifications for the services requested include:

             Market Setup and Preparation (during the event preparation and organization phase):

  • Provide market layout and kiosks distribution (at least 25 exhibitors) in addition to a kids’ area, and entertainment area including list of needed equipment and tools to be available on site; with the required sign boards, road signage, on-site branding in coordination with RMF.
  • Develop and elaborate a detailed administrative and operational work plan for the event including pricing strategy and modalities.

    Market Installation (before the event):
  • Install the available wooden kiosks (50 kiosks of (2.25m*2.25m*2.6m) will be procured by RMF) for exhibitors.
  • Procure and install the needed equipment, tools and accessories for the following areas in a unified standard way:
    • Internal furniture of the wooden kiosks for exhibitors such as: tables ((180cm*74cm*74cm) will be procured by RMF), table covers, chairs, and others are to be provided by the service provider
    • Visitors’ area including tents, tables, table covers, chairs, and others

RMF preference is for wood tables and chairs not for plastic furniture to be in line with the authentic theme of the market.

  • Entertainment area including stage, sound system and light system (day and night), and others
  • Kids area including kids’ activities
     

   Follow up and Support to the Market Exhibitors:

  • Follow up with the market exhibitors about the products, products display, logistics and needs for their kiosk, branding, and other administrative and operational aspects to ensure a successful event (before, during and after the event);

Branding aspect should be approved by RMF prior to its implementation.

  • Provide capacity building to the exhibitors /MSMEs on proper pricing, and financial management of their sales.
  • Provide relevant marketing advices / tips to the selected exhibitors before the event.
     

     Organize entertainment live shows and activities:

  • Develop the Community Market Schedule including opening and closing (to cover AM and PM times) in addition to the market inauguration, and entertainment shows and activities per day in coordination with RMF.
  • Organize at least two entertainment live shows and activities per day for visitors and kids during the event.   

      Logistics:

  • Market installation before the event and dismantling after the event.
  • Cleaning and solid waste collection during the event (waste bins will be provided by RMF).
  • Logistics and transportation of equipment, tools and accessories needed for the market and exhibitors within Jbeil District.
  • Security management during the event: Handle crowd management and monitor for potential threats and suspicious activity (day and night).
  • Procure electricity and backup generator (24 hours) for the event including power supply and lighting for all areas.

The logistics aspects are to be closely coordinated with the concerned municipality and RMF.

         Promotion and Marketing of the market (optional to be quoted for final decision by RMF):

  • Develop a Promotion and Marketing Plan for the event in full coordination with RMF, including promotion and marketing campaigns to be done before and during the event.
  • Promote the event in full coordination with RMF as per the approved Promotion and Marketing Plan.
  • Marketing and social media coverage with high resolution materials including videos and pictures.

    Lessons Learned Report
  • After the market, the service provider should provide a detailed lessons learned report showing the challenges faced, and recommendations for the upcoming community markets under PSL activity.

René Moawad Foundation (RMF) invites you to send your proposals by email to Procurement@rmf.org.lb or in sealed envelopes to be sent to our premises in Achrafieh for submitting Community Market Service Provider - PSL activity ‎implemented by RMF as per the attached Request for Proposals.
