Service Provider - Vocational and Skills-Based Training Programs

The Rene Moawad Foundation (RMF) invites eligible organizations (NGO) (“Consultants”) to indicate their interest in providing the Services. Interested NGO should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consulting services (“the Services”) implementation period is from September 2025 till March 2026; Location: Maten & Baabda; Menieh & Danieh; Jezzine & Saida. ensuring full consistency with the TOR attached.

The detailed Terms of Reference (TOR) for the assignment are attached to this call. 

The shortlisting criteria are:

A. Technical Expertise & Sectoral Experience

1. Minimum of 7 years of proven experience in delivering vocational or technical training in one or more of the proposed sectors.

2. Demonstrated track record in community-based, labor-market-relevant, or livelihood-focused training programs.

3. Access to a pool of sector-specialized trainers or professionals with practical field experience and relevant certifications.

B. Organizational & Operational Capacity

1. An operational structure capable of managing training logistics, personnel, scheduling, and monitoring activities.

2. Ability to coordinate with community centers or secure appropriate training venues, equipment, and materials.

3. Previous experience implementing donor-funded or development-oriented projects is considered an asset.

4. NGOs without a physical presence in the target areas may apply but must commit to regular field visits to ensure smooth implementation.

C. Curriculum Design & Pedagogy

1. Experience in designing and delivering competency-based training modules, especially for low-income or vulnerable populations.

2. Proven use of inclusive, participatory, and gender-sensitive methodologies tailored to learners of varying education levels.

3. Ability to adapt content for low-literacy learners or marginalized groups.

D. Monitoring, Reporting & Evaluation

1. Ability to track attendance, monitor progress, and assess training outcomes using pre- and post-training evaluations.

2. Experience in compiling training reports and documenting success stories, challenges, and lessons learned.

3. Familiarity with donor reporting standards and result-based frameworks.

E. Compliance & Quality Assurance

1. Up-to-date knowledge of industry standards, health and safety protocols, and labor market regulations.

2. Adherence to safeguarding policies, data privacy standards, and ethical principles in training delivery.

F. Language & Communication

1. Fluency in Arabic (local dialect preferred) for training delivery.

2. Capacity to develop reports and documentation in Arabic and/or English as required by the project.
