RMF is seeking a highly experienced engineer with a strong background in shelter rehabilitation.
The Shelter technical engineer, Rehabilitation will support the planning, implementation, and monitoring of shelter rehabilitation activities for vulnerable households in T5 and Akkar. The role involves conducting shelter assessments, coordinating with communities and technical teams, and ensuring that rehabilitation works are completed to high quality and safety standards. The Technical Engineer will work closely with field staff, contractors, and local authorities to help restore safe and dignified housing for affected families targeting IDPs Collective shelters in Public Schools.

What will you do:
Monitor and report on the project activities and ensure compliance with plans and RMF standards
Mobilize communities and community leaders for the construction materials and activities and maintenance of infrastructure, Administrate payment requests for contractors, partners, suppliers, construction workers, etc.
Prepare and file relevant documents according to procedures
Carry out related mainstreaming of protection in programmed daily implementation as per the set of RMF’s Protection mainstreaming guidelines and ensure reporting any breaches/concerns to the line manager for proper action.
Ensures that all protection related detected cases are referred to the referral focal point and to the related Protection Coordinator
Specifically, you will;
- Conduct technical assessments of damaged shelters to determine rehabilitation needs.
- Develop Bills of Quantities (BoQs), technical drawings, and cost estimates.
- Provide technical guidance to ensure that shelter designs meet safety and quality standards.
- Oversee on-site rehabilitation work and ensure adherence to timelines and specifications.
- Coordinate procurement requests and delivery of construction materials.
- Coordinate with local communities and beneficiaries to explain project objectives and technical plans.
- Coordinate with local authorities, partners, and other stakeholders.
- Prepare and submit regular technical reports and progress updates.
- Support data collection, documentation, and filing for all rehabilitation activities.
- Support the preparation of tender documents, including scope of work, technical specifications, and evaluation criteria.
- Promptly and effectively respond to requests and directives from the Line Manager, ensuring that all tasks and responsibilities are addressed in a timely and efficient manner.
Professional competencies
- Bachelor’s degree in civil or architectural engineering (master's degree is an asset).
- At least 4 years of proven experience in shelter rehabilitation or construction, preferably with NGOs or humanitarian settings.
- Good knowledge of engineering design software (e.g., AutoCAD, Civil 3D,..).
- Good experience in multi-stakeholder coordination in complex or urban environments.
- Very good technical writing skills, with a proven ability to draft concept notes and technical documents.
- Fluency in Arabic and English (written and spoken).
- Relevant work experience with NGOs, charities, humanitarian work or similar organizations
