Child Protection Consultant

The aim now for RMF is to work on its Child protection policy to make sure that good code of conduct is in place and all measures of child safeguarding are respected in the organization. UNICEF supported RMF in improving their prevention of sexual exploitation and abuse measures and approaches, but this needs to be clearly included in its CP policy document. RMF aims also to advance the child protection program focusing on risk mitigation and SBCC (linked to the Qudwa national plan).

Advancing CP programs includes the planning, implementation, monitoring and evaluation of the results related to child protection.

Under the overall guidance of the UNICEF Child Protection Section and the Child Protection roving officer. The Child Protection Consultant will be supervised by the head of education and human devolvement department at RMF and is required to provide their expertise to the design of child protection policy and improve the overall capacity of the organization in implementing and monitoring activities, through developing strategies and building capacity. This work shall be undertaken for a period of one year.

 

The Child Protection Consultant shall work closely in collaboration with RMF staff working on prevention along with supporting the management. The Consultant shall ensure that child protection concerns are accounted for in the designs of RMF policies, procedures and programs and making sure that this is aligned as much as possible with global and national child protection standards.

 

The Child Protection Technical Consultant shall:

 

  1. Work in collaboration with the management and field staff to conduct an organizational capacity assessment; This includes how RMF are currently preventing violence, neglect and abuse and what are the current and needed capacities for staff to efficiently implement CP prevention programs.
  2. Conduct a desk review for all curriculums available for delivering psychosocial support programs and support RMF in designing their own PSS curriculums in coordination with the national PSS committee.
  3. Provide technical child protection guidance to the development of the child protection policy in link with current plan of prevention of PSEA.
  4. Advance the child protection program planning focusing on risk mitigation and social and behavioral change and link it to the Qudwa national plan).
  5. Develop an implementation plan in consultation with RMF prevention staff and management to improve the quality of the community-based PSS and caregivers program service delivery along with improving RMF community engagement approaches.
  6. Develop monitoring tools for prevention and risk mitigation programs and activities.
  7. Develop evaluation procedures for RMF programs based on the project cycle to make sure that monitoring results, feedback of beneficiaries and complaint mechanisms will inform the planning by linking child protection to other services inside and outside RMF such as education and youth.
  8. Design and implement a capacity building plan for RMF prevention staff.
  9. The Consultant shall maintain frequent and regular contact with RMF management on the delivery of the assignment, including any liaison and coordination issues, and strategic and technical considerations, that may arise. The Child Protection Technical Consultant will make reasonable time at the beginning and at the end of the assignment to meet and discuss the assignment (e.g. outcome, methodology and findings) with the Head of Education and Human Development Department. Communication and liaison between the Consultant and the Child Protection Programme will remain open for regular contract throughout the entire duration of the assignment. RMF and UNICEF staff will remain available to assist and participate in the assignment as necessary and appropriate

Application Submission Guidelines

Education: A master’s degree in, social work or related discipline.

Years of experience: Minimum 5 years of experience in child protection programs.

Knowledge, expertise and skills required:

- Proven experience in drafting child protection policies and strategies.

- Proven administrative and training experience in child protection prevention programs.

- Trained and practiced the use of different PSS curricula for children.

- Trained and practiced the use of different caregivers and positive parenting programs including global and national tools.

- knowledge of the project cycle management including the planning, the implementation, the monitoring and the evaluation.

- Proven experience in developing monitoring tools including the design of feedback and complaint mechanisms.

- Knowledge of the theoretical framework needed for programming for children subject to violence, neglect, exploitation or abuse and their families.

- Knowledge and understanding of the local context including relationship dynamics within the context; and cultural practices impacting children.

- knowledge about the situation of children in Lebanon and ability to analyze it and address CP issues according to situation analysis and reports; Understanding of protection concerns for children in Lebanon in rural and urban settings

-  Good knowledge of indicators for and consequences of abuse, neglect, exploitation and violence on children; core theories related to protection; how to identify factors that increase vulnerability and risk and reduce resilience in different situations and during different stages of development.

- knowledge in child rights convention and know how to program accordingly.

- knowledge in child development stages and how to program accordingly.

- knowledge in the application of creative techniques of PSS such as theatre, music and sports for development.

- knowledge in the basics of teamwork and how to build strong and committed teams
