Environmental Officer

BALADI is a five-year program funded by USAID. It aims at supporting municipalities that demonstrate a real commitment to participatory, equitable, and effective decentralized local governance and economic development. The goal of the program is to conduct a nationwide competitive process annually to support municipalities, unions of municipalities and clusters of municipalities that illustrate a strong commitment to change and local development and that generate innovative solutions to the provision of public services, citizen engagement, and economic issues facing their communities. Projects should improve reliable and affordable public services, expand broad citizen participation, particularly youth and women, and advance social capital. Position Summary The Environmental officer will be responsible for RMF/BALADI program activities’ compliance with USAID and national environmental regulations.   Specific Duties and Responsibilities Develop projects’ environmental assessment, mitigation and monitoring plans [Environmental Review and Assessment Checklist (ERAC) and Environmental mitigation and Monitoring plan (EMMP) ] in accordance with USAID CFR 216 regulations and procedures, whenever instructed by the Program Director/Deputy Program Director or Coordinate with program consultants on this task. Develop environmental checklists in line with projects’ monitoring plans. Conduct visits to projects’ sites, fill out environmental checklists and ensure compliance with ERACs/EMMPs as agreed with Program Director/Deputy Program Director. Deliver trainings to RMF/BALADI team on environmental compliance, upon request. Ensure that activities of the shortlisted projects are in compliance with USAID and Lebanese environmental regulations. Develop environmental compliance status reports as directed by the Program Director/Deputy Program Director. Qualifications and Skills Required Technical analysis and reporting skills Ability to work independently and as part of a team. Knowledge of USAID and Lebanese Environmental Regulations. Strong communication skills. Bachelor degree in Environment or related field- A master’s degree is a plus. At least 5 years of experience in Environmental Assessment. Excellent knowledge of English and Arabic; French is a plus.
