Finance And Administrative Manager

BALADI is a five-year program funded by USAID, it aims at supporting municipalities that demonstrate a real commitment to participatory, equitable, and effective decentralized local governance and economic development. The goal of the program is to conduct a nationwide competitive process annually to support municipalities, unions of municipalities and clusters of municipalities that illustrate a strong commitment to change and local development and that generate innovative solutions to the provision of public services, citizen engagement, and economic issues facing their communities. Projects should improve reliable and affordable public services, expand broad citizen participation, particularly youth and women, and advance social capital. Position summary The RMF/BALADI Financial and Administrative Manager will oversee all aspects of financial, administration and human resources management and ensure that USAID policies and procedures are effectively implemented and complied with. He /she will provide strategic support to and RMF Executive Director and RMF/BALADI Program Director. Specific Duties and Responsibilities Oversees all Program finance and accounting functions including budgeting; asset management; cash flow management; payroll; management reporting; financial, variance and accounts analysis; in accordance with generally accepted accounting principles, financial policies and procedures of USAID, and all other applicable laws, rules and guidelines. Oversees aspects of human resource management for all employees. Assists in the development of current and long-term organizational goals and objectives as well as policies and procedures. Ensures internal financial procedures are compatible with Lebanese laws. Ensures that procurement policies and procedures are adhered to and are compatible with USAID regulations. Ensures that regular financial statements are produced so that the Program director and RMF Executive Director have adequate information for decision making Prepares and presents annual financial statement up to external audits, in consultation with RMF accountant. Prepares Fund Accountability Statement Reports. Oversees/manages administration officers in RMF main and regional offices. Ensures proper administration and spending at RMF main and regional offices including petty-cash. Oversees the proper documentation of BALADI inventory/asset plan. Ensures financial compliance of subgrantees as per respective subgrant agreements including reviewing their quarterly reports and ensuring their accuracy. Coordinates with RMF Finance Director on all financial issues related to the program especially with relation to National Government taxation and reporting. Undertakes administrative needs’ assessment and provides recommendations for improvement. Builds the team capacity and delivering training to RMF field coordinators and municipalities’ beneficiaries (whenever needed) on several finance-related topics.   Qualification A Bachelor’s Degree in Business Administration or equivalent. An MBA is a plus.   Professional Skills Ability to write clear and concise reports Proven ability to produce results within tight deadlines in a very busy environment Ability to work independently with minimal supervision Ability to interact effectively with a geographically dispersed team Analytical skills and decision making ability   Knowledge & Experience Excellent knowledge of English and Arabic; French is a plus. Excellent computer skills with expertise in Power point, Word, Excel and Outlook A minimum of 7 years’ experience inclusive of senior financial management experience of 3 big-scale donor-funded projects. Budget development and budgetary control including variance analysis Preparation of financial statements up to audited accounts Management of donor funding up to final financial report with exposure to reporting requirements Working with partner organizations Familiarity with Lebanon tax regime Development of organizational strategic plans
