Grants Assistance & Compliance Manager

BALADI is a five-year program funded by USAID. The program aims at supporting municipalities that demonstrate real commitment to participatory, equitable, and effective decentralized local governance and economic development. The BALADI entails a nationwide competitive process to support municipalities, unions of municipalities and clusters of municipalities that illustrate a strong commitment to change and local development and that generate innovative solutions to the provision of public services, citizen engagement, and economic issues facing their communities. Position summary The Grants Assistance and Compliance Manager shall provide compliance oversight of the development and implementation of all project activities and organize and track activity documentation and ensure grants and subcontract compliance with RMF and USAID rules and regulations. He / She will also work with the Program Director and RMF/BALADI team on lessons learned regarding compliance and activity implementation and build the team’s capacity to monitor compliance in all aspects of project activities, including grants, subcontracts, direct procurement, and short-term assistance.   Main Job Tasks and Responsibilities Oversee subgrant agreements under RMF/BALADI and ensure compliance with RMF and USAID Rules and Regulations. Develop TOR, assist in recruitment, and manage Consultants subcontracts under the program and ensure compliance with RMF and USAID Rules and Regulations. Assist in organizing orientation sessions for targeted municipalities for the upcoming rounds of launching of municipal applications. Oversee Memoranda of Understanding with selected municipalities. Ensure compliance of municipal projects’ activities with RMF and USAID rules and regulations and lead tendering and bidding, equipment and construction procurements, bids’opening sessions, drafting memos for USAID approvals, etc. Assist Program Director and Administration and Financial Manager with program pipeline and other topics, as needed. Participate in BALADI implementing partners, BALADI Plus, BALADI CAP and other meetings, as needed.   Education and Experience At least 8 years of experience in relevant field. A post-graduate degree in fields of agriculture, economic development, engineering, and/or other relevant fields. Strong experience in USAID –funded projects is a must. Excellent knowledge of English and Arabic; French is a plus. Excellent reporting, communication and interpersonal skills. Prior similar responsibilities in handling and administering grants.
