Monitoring And Evaluation Officer

The Monitoring & Evaluation Officer is responsible for the entry, analysis, and reporting of confidential clinical data. The job incumbent will implement and maintain electronic data collection systems, monitor the integrity of collected data, and provide oversight for the data collection process. The Monitoring & Evaluation Officer will write or contribute to reports for a variety of audiences, including Director, Head of Rehabilitation Section,funders and potential funders, as well as reports on client progress to clinical staff. The incumbent will consult, collaborate, and support administrative and clinical staff, as requested and needed, for data-related and analysis issues such as:(1) devising systems and procedures to collect and maintain data, (2) devising data and evaluation-related policies and instructions, (3) data analysis, and (4) evaluation, generally. RESPONSIBILITIES & DUTIES Data Management:Create data files in SPSS/PASW or Excel; enter, clean, and maintain electronic records of clinical assessment data.  Process completed assessment forms (submitted by clinical staff), enter data into database/datasets, verify that data is correctly entered, detect and resolve data integrity issues. Create documentation of computer file folders and location of database/dataset files. Store original (blank), master and analysis files (files created for analysis) in separate computer folders. Name and organize data files and folders according to the documented convention.  Back-up data storage files after each wave of data entry. Safeguard the confidentiality of client data.  Ensure the secure storage of electronic client data (as well paper forms while in possession).  Data Analysis: Analyze and interpret results using SPSS/PASW or Excel for reporting and ad hoc analyses.  Calculate frequencies, descriptive statistics, and generate figures/graphs (e.g., bar charts, pie charts).  Score client measures for aggregate reporting and analysis purposes.  Devise and conduct additional analyses as needed to respond to requests to address substantive evaluation or clinical questions.   Clinical Data Collection Support: Maintain original, blank, paper copies of the clinical assessment forms. Work with clinical staff to ensure adequate procedures are in place to securely collect, enter, and store confidential client information.  Monitoring:  Monitor data and data collection processes to ensure adherence to data collection protocols, especially as it relates to clinical assessment measures. Collaborate with clinical and administrative staff to address and solve data-related issues. Report ongoing data-related issues to Head of Rehabilitation Section and/or Director. Protect clinical assessment forms from any changes without the approval of Head of Rehabilitation Section.  Reporting:Write, submit, or contribute to regular reports on clinical assessment data for both internal and external audiences. External audiences include current funders and potential funders; internal audiences include Restart administrative and clinical staff. Consultation and Communication:Consult with staff (i.e., administrative and/or clinical) concerning data management, data collection, data analysis, or evaluation topics as requested. Consult and/or collaborate on other reporting efforts involving data as requested. Maintain communication with clinical staff. Participate in clinical meetings and gatherings as possible. Gain familiarity with work with clients. Gather meaningful questions from clinicaland administrative staff concerning clients and program. When possible, conduct analyses of Restart data relevant to addressing such questions and present results. (Funded by the European Union)
