Monitoring & Evaluation Officer

JOB PURPOSE: The Monitoring and Evaluation (M&E) Officer will be responsible for maintaining systems to keep track of the progress and assess the outcomes of the rehabilitation services and capacity-building efforts delivered by Restart Center. To this end, the M&E Officer will design M&E frameworks and tools, develop and promote M&E systems, analyze data and disseminate findings, and contribute to reports to internal and external audiences. This will ultimately allow for the identification of best practices, support organizational growth, and enhance accountability. KEY RESPONSIBILITIES:            Data storage: a)     Ensure that required data are collected, consolidated and stored as needed.  b)    In collaboration with Restart’s IT staff and external software developer, ensure that Restart’s database is configured adequately to meet data storage requirements. c)     Create data files in Excel, SPSS or other data analysis program, as needed.  Data integrity: a)       Work with service providers, project coordinators and data staff to ensure data integrity. b)       Develop guidelines and procedures for data collection and data-entry.  Data analysis and reporting: a)       Work with Project Coordinators and Managerial Staff to ensure adherence to reporting requirements. b)       Analyze data and present results in appropriate format to include in reports to internal and external audiences.  Ongoing monitoring: a)       Analyze data at regular intervals and share results with service providers and managerial staff to: (1) keep track of progress towards objectives and indicators, (2) promote accountability, and (3) allow for ongoing reflection and learning.   M&E tools: a)       In collaboration with service providers and project coordinators, develop monitoring and evaluation tools as required.  Research: a)       Analyze data and present results adequately to contribute to research projects by Restart staff.   Supervision of data-entry staff   SKILLS AND COMPETENCIES Ability to design and implement M&E systems for rehabilitation and capacity-building programs. Ability to promote the implementation of M&E systems (including mentoring and training colleagues on M&E requirements). Strong interpersonal and teamwork skills (including negotiation skills). Excellent leadership skills. Supervision skills. Ability to work independently, identify gaps and suggest solutions. Advanced data management skills; comfortable with spreadsheet programs software such as Excel and with using databases.  Demonstrated data analysis skills (quantitative). Excellent verbal and written communication skills; excellent presentation skills.
