Right to Play is seeking an experienced consultant to deliver specific project deliverables related to the
Enhancing Quality and Inclusive Education (EQIE) 2.0 project.
The Enhancing Quality and Inclusive Education - EQIE 2.0 project, in partnership with a CSO partner, aims to
improve reading skills and socio-emotional learning for children in grades 1-6 within Palestinian refugee camps
in Lebanon. The project emphasizes a Play-Based Learning (PBL) approach to teach literacy and fosters a
passion for reading. A key focus is on strengthening the capacities of partner staff through high-quality
training, coaching, and mentoring to effectively implement PBL methodologies.
The project acknowledges the significant decline in Arabic reading proficiency among 5th-grade children in the
region, which has been exacerbated by factors such as the COVID-19 pandemic and the ongoing crisis in
Lebanon. Findings from the previous EQIE project identified areas for improvement in teaching reading fluency
and comprehension, particularly in children's reading practice during lessons.
The EQIE 2.0 project aligns with UNRWA's Strategic Plan 2023-2028, particularly Strategic Objective 3:
"Palestinian refugees complete inclusive and equitable quality basic education," and its associated outcomes,
which aim to improve learning outcomes and ensure a safe and inclusive learning environment.
The project will be implemented within Palestinian camps and gatherings in Bourj Chemali, Rashidiye, Wedi
Zayneh, Nahr Bared, and Ein Helwe
JOB SUMMARY:
The consultant reports directly to the Education Specialist and is responsible for the Arabic Language Learning
Support (ALLS) program. The Consultant will develop and enhance curriculum content for Grades 1-4.
DESCRIPTION OF THE REQUIRED SERVICE PROVISION
CONSULTANCY OUTPUTS
Curriculum Development
▪ Map reading and literacy materials from MEHE and UNRWA for Grades 1 to 4
▪ Develop an engaging and effective Arabic “reading” learning curriculum for students in Grades 1 to 4,
tailored to address common learning challenges in reading and comprehension.
▪ Integrate play-based learning (PBL) approaches throughout the curriculum to make learning
stimulating and enjoyable, fostering a passion for reading.
▪ Ensure the curriculum includes strategies to enhance reading fluency and comprehension, based on
current research and best practices.
▪ Include methods for monitoring and assessing children's reading progress in line with the reading
goals.
▪ Develop age-appropriate and high-quality reading materials to support the curriculum.
Training of Trainers (ToT) Design and Delivery
▪ Design and develop a comprehensive ToT package for CSO partner program staff and center staff
(teachers and coaches) on the effective utilization of the developed Arabic learning support curriculum
and PBL methodology.
▪ Train RTP and CSO partner staff on how to use PBL to teach Arabic language and how to monitor,
assess, and support children's reading progress.
▪ Prepare an end-of-report for the curriculum development and ToT, including an assessment of the
teachers and coaches.
Capacity Building and Support:
▪ Support CSO partner program staff in developing and implementing a comprehensive reading target.
▪ Provide guidance and support to enhance the pedagogical knowledge and leadership skills of key CSO
staff.
▪ Provide advice on effective strategies for ongoing professional development for the centre staff, if
needed.
CONSULTANTS PROFILE
REQUIRED COMPETENCIES

▪ Monitor the implementation of the training package at the CSO’s centers.
LANGUAGE REQUIREMENTS
The working languages for this service are Arabic and English; however, all reporting and communication is
preferably in English unless otherwise specified.
MINIMUM QUALIFICATIONS
The minimum qualifications and skills of the expert are:
EDUCATION
▪ Advanced university degree (Master's, PhD) in Education, Arabic Language, Curriculum Development,
or a related field.
PROFESSIONAL EXPERIENCE
▪ At least 5 years of Arabic teaching (preferably Grades 1-4)
▪ Demonstrated resource and curriculum design and implementation.
▪ Understanding of the educational context for Palestinian refugees, preferably with experience
working in UNRWA schools or similar non-formal education settings.
▪ Proven experience in developing Arabic literacy curricula for primary school-aged children, particularly
for those with learning challenges.
▪ Extensive experience in designing and delivering Training of Trainers (ToT) for educators.
▪ Experience in play-based methodology of training.
▪ Proven training experience – TOT experience would be an asset.
▪ Proven ability to work in a multicultural setting (work experience or research)
▪ Proven ability to deliver promptly within cost and quality standards.
▪ Excellent oral and written skills
▪ Excellent writing and reporting skills.
Budget consideration
The service provider shall provide a consultancy fee that includes all their costs for the stated number of days
(see the consultancy fees breakdown). The consultant’s fees are subject to 8.5% withholding tax if he/she does
not have an MOF number (Agreements will be registered in the MOF regardless of whether the consultant has
an MOF number or not)
Selection Criteria
1. Technical Approach (25%)
Relevance to project objectives, including EQIE 2.0 and UNRWA alignment.
Originality and innovation in curriculum, PBL, and ToT design.
Methodology and work plan, including a detailed approach and timeline (Annex I).
2. Relevant Experience & Portfolio (25%)
Quality and relevance of past work in Arabic literacy, play-based learning, and ToT for Grades 1–4.
Experience working with Palestinian refugee communities and UNRWA camps.
3. Consultant Capacity & Project Planning (10%)
Feasibility of delivering the project within 30 days.
Consultant qualifications, including educational background and 5+ years of experience.
4. Financial Proposal (40%)
Value for money based on competitive fees.
Clarity of costs through a detailed budget (as outlined in the RFP).
Compliance with payment terms including VAT, 8.5% withholding tax, MOF registration, and no travel coverage by Right To Play
