Right To Play (RTP) is a global organization that reaches millions of children yearly across 15 countries, protecting, educating, and empowering them to rise. It emphasizes localization of expertise, supports marginalized communities, and strengthens early childhood care and education.
Contextual background and strategic focus The ongoing conflict in Lebanon has deepened the already challenging conditions for children and youth, exacerbating the effects of existing social, economic, and political crises. Education, psychosocial support (PSS), and youth empowerment have all been severely impacted, with violence and displacement disrupting access to learning, increasing mental health risks, and limiting opportunities for young people to build their skills and engage in their communities. In response to these urgent needs, RTP in Lebanon prioritizes education, psychosocial support, and youth empowerment, integrating them into programs that provide safe learning spaces, essential support, and skill-building opportunities. By leveraging our expertise in play-based learning, RTP fosters resilience, holistic development, and social cohesion among children, youth, and communities in crisis-affected settings.
Objectives of Consultancy Right To Play seeks an experienced Mental Health and Psychosocial Support (MHPSS) Consultant to support physical education teachers participating in the project through the provision of structured psychosocial support services tailored to needs arising from the ongoing conflict context in Lebanon.
The consultancy aims to:
- Conduct individual psychosocial assessment sessions with approximately 20 teachers to identify key stressors, psychosocial concerns, coping capacities, and required support pathways.
- Design and facilitate tailored individual and/or group-based MHPSS support sessions based on the identified needs of participants.
- Deliver approximately 40 follow-up MHPSS support sessions, which may include individual sessions and/or focused group support sessions, as agreed with Right To Play.
- Facilitate safe, confidential, trauma-informed, and culturally appropriate sessions aligned with MHPSS best practices and ethical standards.
- Support teachers and caregivers in addressing common stressors and challenges experienced in conflict settings, including supporting children experiencing distress symptoms such as fear, emotional dysregulation, behavioral changes, anxiety, and nightmares.
- Identify participants requiring specialized mental health, protection, or other support services and recommend appropriate referral pathways.
- Coordinate closely with the Right To Play implementation team regarding scheduling, attendance, and progress updates while maintaining confidentiality and protection principles.
- Submit a final report summarizing the number and type of sessions conducted, participants reached, key psychosocial themes identified, and overall recommendations, while ensuring full confidentiality and protection of participant information. The report should also include session plans and key content/topics used during group support sessions for internal learning and future programming purposes.
Additional Information:
- Individual sessions are expected to last approximately 45–60 minutes.
- Group sessions are expected to last approximately 90 minutes.
- Right To Play will coordinate scheduling.
Scope of Work & Key Responsibilities
Assessment Phase (Deadline: 15 June 2026)
- Conduct approximately 20 individual psychosocial assessment sessions with participating teachers.
- Identify psychosocial concerns, stressors, coping capacities, and support needs.
Develop and submit:
- Inception note/workplan
- Assessment tools and templates
- Attendance records
MHPSS Support Sessions Phase (Deadline: 15 July 2026)
- Deliver approximately 40 MHPSS support sessions for participating teachers.
- Facilitate individual and/or group support sessions based on identified needs and agreed implementation modality.
- Ensure sessions are implemented using safe, confidential, trauma-informed, and culturally appropriate approaches.
- Coordinate with the implementation team regarding scheduling and attendance.
Submit:
- Activity brief
- Participant toolkits
- Pre- and post-test data
- Attendance sheets
Final Reporting Phase (Deadline: 24 July 2026)Submit a comprehensive final consultancy report summarizing:
- Activities conducted
- Participants reached
- Key psychosocial themes identified
- Challenges encountered
- Lessons learned
Recommendations for future programming
Final deliverables to include:
- Executive summary
- Methodology
- Impact analysis
- Thematic analysis
- Recommendations for sustainability and future programming
Estimated Workload
The consultant is expected to conduct approximately 60 sessions/interactions over a period of two months, including assessment sessions, individual support sessions, group sessions, coordination meetings, and reporting requirements.
The work modality will remain online depending on operational needs and participant accessibility.
Transportation (if applicable) and all operational costs should be included within the financial proposal submitted by the consultant.
Qualifications of the Consultant
Applicants should meet the following qualifications and experience requirements:
- University degree in Psychology, Clinical Psychology, Counseling, Social Work, Mental Health, Psychotherapy, or another related field.
- Minimum of 5 years of professional experience in Mental Health and Psychosocial Support (MHPSS), preferably within humanitarian, conflict, emergency, or Education in Emergencies (EiE) settings.
- Demonstrated experience in conducting psychosocial assessments and facilitating individual and group-based MHPSS support sessions.
- Proven experience applying trauma-informed, culturally appropriate, and conflict-sensitive approaches when working with vulnerable populations.
- Experience working with teachers, caregivers, adolescents, or education personnel is highly preferred.
- Strong understanding of safeguarding, confidentiality, protection principles, and international MHPSS guidelines and standards, including the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings.
- Strong facilitation, communication, interpersonal, and report-writing skills.
- Ability to work independently while maintaining close coordination with the implementation team.
- Fluency in Arabic is required. Knowledge of English is considered an asset.
Proposal submission
Interested consultants are requested to submit the following documents:
- Updated CV.
- Cover letter outlining relevant experience and approach to the assignment.
- Financial proposal (dated, signed, and stamped) using the RFQ template provided by Right To Play.
- Ministry of Finance (MOF) registration number, if applicable ( if not Tax will be deducted)
The financial proposal should clearly include:
- Cost per assessment session
- Cost per MHPSS support session
- Cost for final reporting deliverables
- Any operational costs
- All financial proposals must be submitted in USD.
All transportation, communication, taxes, bank charges, and operational expenses should be included within the financial proposal submitted by the consultant. Right To Play will not cover any additional bank transfer fees or bank-related charges beyond the approved financial proposal amount.
Evaluation of proposals will be based on:
- Relevant technical experience and qualifications
- Experience in humanitarian and MHPSS programming
- Quality and suitability of the proposed approach
- Cost-effectiveness and financial competitiveness
