Position Overview:
The Project Manager will lead and oversee Rosa Luxemburg Stiftung’s (RLS) Syria and Lebanon related projects from the Beirut Office. This position focuses on planning, coordination, and implementation of RLS activities in Syria and Beirut, in close collaboration with local partners and regional networks.
The ideal candidate should have a strong understanding of the Syrian political and social context, existing networks with leftist actors and progressive movements in Syria, and the ability to navigate complex political and operational dynamics.
This role requires frequent travel to Syria for program monitoring and partner coordination.
Key Responsibilities
1. Strategic Planning & Program Development
- Contribute to shaping RLS’s strategic direction and thematic focus for Syria and Lebanon.
- Lead in designing and developing new programs, including project conceptualization, partner selection, and budget formulation.
- Ensure that all Syria-related initiatives align with RLS’s political education mission and BMZ guidelines.
2. Project Implementation & Oversight
- Manage the implementation of Syria and Lebanon-focused projects, ensuring compliance with RLS and BMZ standards.
- Oversee project cycles, including planning, execution, monitoring, and reporting.
- Track budgets, expenses, and deliverables to ensure financial accountability and timely implementation.
- Conduct field visits to Syria to monitor project progress and provide technical and political guidance.
- Support and participate in project evaluations and impact assessments.
3. Partner & Stakeholder Engagement
- Build and maintain strong, trust-based partnerships with Syrian civil society actors, leftist movements, researchers, and partner organizations.
- Ensure effective collaboration and alignment of partner activities with RLS priorities.
- Facilitate capacity-building and joint strategic discussions with partners on political and social developments in Syria.
- Represent RLS in coordination meetings, conferences, and forums related to Syria.
4. Research, Analysis & Political Context
- Monitor and analyze developments in Syria’s political, social, and economic landscape.
- Provide regular political briefings and analysis to inform RLS’s strategy and project design.
- Contribute to research initiatives, publications, and advocacy efforts reflecting leftist and progressive perspectives on Syria.
5. Events & Public Engagement
- Plan and manage conferences, workshops, and dialogue events.
- Coordinate the publication of research outputs, policy briefs, and analytical papers.
- Represent RLS as a moderator, speaker, or resource person in relevant events.
6. Compliance & Administration
- Ensure all procurement, contracting, and documentation processes meet BMZ and RLS standards.
- Manage service contracts, partnership agreements, and narrative/financial reports.
- Maintain systematic documentation through RLS’s digital systems (IPAS, ELO, etc.).
7. Internal Coordination & Teamwork
- Collaborate closely with colleagues in Beirut and Berlin to ensure coherence in program direction and administration.

Qualifications & Skills
- University degree in Political Science, Social Studies, Development, Human Rights, or related field.
- Minimum 3–5 years of experience in project management, ideally within NGOs, research institutions, or political organizations.
- In-depth understanding of the Syrian context, including political, social, and leftist movements.
- Strong connections or engagement experience with progressive or activist circles in Syria.
- Demonstrated ability to design, manage, and monitor multi-partner projects.
- Excellent organizational, analytical, and communication skills.
- Fluency in Arabic and English (spoken and written).
- Proven experience in budgeting, reporting, and financial monitoring.
- Ability to travel frequently to Syria.
