Invitation to bid TOR #02 – Procurement of 500 Hygiene Kits

1 – Ruwwad Al Tanmeya Organization Overview

Ruwwad Al-Tanmeya is a regional non-profit community development organization that works with disenfranchised communities through education, youth volunteerism and grassroots organizing. Our approach encompasses an array of programs and projects that, together, strengthen initiative and facilitate redress to problems prioritized by members of the community. Three main programs anchor Ruwwad: Child Development, Youth Organizing and Community Support. Three basic values shape every program or activity at Ruwwad Al-Tanmeya: secularism, diversity, and equity.

2 – Project description

The proposed project is an emergency response that addresses the intersectional needs of both populations, prioritizing food security, livelihoods, WASH (Water, Sanitation, and Hygiene), and shelter. Ruwwad Al Tanmeya is well-positioned to lead this intervention, drawing on its deep-rooted presence in Jabal Mohsen and its experience responding to crises through community-based, participatory, and dignified approaches. As previously mentioned, Ruwwad Al Tanmeya has extensive expertise in food security programming and emergency relief, including meal distribution for internally displaced persons (IDPs) in the aftermath of the Israeli aggression on Lebanon in September. These experiences have equipped the organization with operational readiness, robust community trust, and logistical capacity to scale up meal production and distribution quickly and efficiently.

3 – Operational Objective:

Ruwwad is looking for suppliers who are able to provide us with 500 Hygiene Kit. You will find attached PDF including the requested items (named BOQ 500 hygiene kits) including all specifications & quantities needed for the project.

4 – The quotation must include:

• Same requested specification. (quoting other specs might negatively affect the score).
• The number of the registration in the ministry of finance.
• VAT in LBP (if existing).
• Unit & Total Prices in USD.
• Payment Terms with ID copy of the assigned person allowed to receive payments/bank account details.

All quotations should be sent by email to tenders@ruwwadaltanmeya.org copying reem@ruwwadaltanmeya.org with the subject “500 Hygiene Kit”.  

5 – Bidders must send:

All Bidders are required to send the below requirements to the following email tenders@ruwwadaltanmeya.org copying reem@ruwwadaltanmeya.org

• The quotation should be (signed/Stamped).
• Official documents "Certificate of the registration in the ministry of finance (الشهاد المالية) etc...
• The TOR “Terms of Reference” (singed & stamped).
• Similar type of executed work would be considered an added value.
• Company profile
• Simple of the kit to our office (Not sending a sample may result in disqualification)

6 – Payment Terms:

• Bank Letter or bank transfer.
• Bank fees will be charged to the supplier.
• Total amount of the agreement will be divided into installments.

7 – Questions/ Request for clarification

8 – Delivery of items

• The delivery of items will be specified in the agreement after selecting the winning supplier. (Typically, we receive one or two orders per week.)

9 – Selection Criteria

• 70% — Total price
• 5% — Delivery of items/Period (Should be mentioned in the quotation)
• 10% — Reputation (Previous experience in similar work, letters of recommendation or client references...)
• 5% — Payment terms (after delivery of the full quantity via bank letter/transfer) (Should be mentioned in the quotation)
• 10% — Full return or replacement for any defective (Should be mentioned in the quotation)

10 – Important

Kindly note that the quotation will be automatically rejected if

• It is received after the deadline.
• It does not cover all the items listed in the attached BOQ with same specs & Brands.

In addition, the score will be negatively affected if:

• The bidder doesn’t send all the requested papers (mentioned in number 5).
• The quotation doesn’t include the requirements (mentioned in number 4).

• In case you encounter any problems while downloading the files “TOR & List of Items” please contact us.
• Make sure to mention the subject of the tender “500 Hygiene Kit” in the subject of your email.
• Make sure to send all the requirements as requested otherwise the offer will be rejected.
• The quantity of items within a kit might vary depending on our budget.
