PROCUREMENT OFFICER - Cash for work project

The Procurement Officer will work under the anticipated GIZ-funded Cash for Work project detailed below:

Tripoli, Lebanon's second largest city, has been hit hard by the multilayered crisis currently affecting the country. To help the most vulnerable members of the marginalized communities of Bab al-Tabbaneh, Jabal Mohsen and surrounding neighborhoods to retain their dignity, and build their resilience during these difficult times, Ruwwad Al Tanmeya is undertaking a cash for work project divided into two lines of activity. The first line of activity aims to mobilize Ruwwad Al Tanmeya’s community kitchen, Atayeb Tarablos, whereby daily workers will prepare, package, and deliver daily meals and preserves baskets that will be distributed to vulnerable families in several neighborhoods over 3 cycles. Each cycle is 3 months long, including one month of trainings, and 2 months (40 working days) of production. A second line of activity tackling light rehabilitation is also planned. This will include daily workers working on 6 initiatives over 3 cycles (2 initiatives per cycle), after a month of training. A steering committee will be established to consult and accompany the implementation of the project.

The Procurement Officer is responsible for the procurement of all products and services necessary for the good implementation of all activities falling under daily meals production and light rehabilitation lines under the Cash for Work project funded by GIZ and implemented by Ruwwad Al Tanmeya. Given the nature of the activities and the instability in prices in the market, the procurement officer will have to ensure a fair and transparent procurement process, in order to achieve the best use of project funds.

 

Job Description:

  • Ensure Quality assurance of goods and services procured for use in the project.
  • Carry out systematic research and market survey
  • Develop and implement standards for continuous review supplier performance
  • Ensure Supply Chain management remains fully interlinked avoiding any systematic troubleshooting
  • Oversee timely tracking of requests, purchases, and systematic feedback on requests
  • Provide insights to the team on risk analysis of contract conditions and commercial implications on terms agreed with clients/suppliers
  • Handle all tendering procedures, including preparing supplier tenders and bids
  • Regular update of the prequalified supplier database and ensure onboarding/offboarding follows due process
  • Manage the procurement supplier relationships and contracts for the organization
  • Participate in preparing supplier contract terms of sales and risk analysis
  • This position reports to the project manager and to the kitchen project coordinator.
  • This position works closely and in coordination with Ruwwad’s procurement officer and finance manager.

 

Qualifications, competencies and Skills:

  • Bachelor’s degree in the relevant field of Supplies Management, Logistics, and Business Management.
  • Minimum 3- 5 years of experience.
  • Excellent organizational skills.
  • Excellent Computer skills (Microsoft office)
  • Experience in working with Non-Governmental Organizations
  • Experience in handling donor funded Supplies/Procurement
  • Negotiation skills
  • Good understanding of Local Purchasing Order system and related software
  • Excellent Interpersonal, communication and Leadership skills
  • Energetic and Self- motivated can work with minimum supervision
