The Project Manager will work under the anticipated GIZ-funded Cash for Work project detailed below:
Tripoli, Lebanon's second largest city, has been hit hard by the multilayered crisis currently affecting the country. To help the most vulnerable members of the marginalized communities of Bab al-Tabbaneh, Jabal Mohsen and surrounding neighborhoods to retain their dignity, and build their resilience during these difficult times, Ruwwad Al Tanmeya is undertaking a cash for work project divided into two lines of activity. The first line of activity aims to mobilize Ruwwad Al Tanmeya’s community kitchen, Atayeb Tarablos, whereby daily workers will prepare, package, and deliver daily meals and preserves baskets that will be distributed to vulnerable families in several neighborhoods over 3 cycles. Each cycle is 3 months long, including one month of trainings, and 2 months (40 working days) of production. A second line of activity tackling light rehabilitation is also planned. This will include daily workers working on 6 initiatives over 3 cycles (2 initiatives per cycle), after a month of training. A steering committee will be established to consult and accompany the implementation of the project.
The Project Manager is responsible for the oversight of all activities implemented in the two lines of activity, daily meals production and light rehabilitation, under this project. S/he will manage the team based in Tripoli and ensure that activities within this target area are implemented to a high quality, on time, and within budget. S/he will ensure that activities contribute to achieving key deliverables.
Job Description:
Project Management
- Plan and implement project activities to meet project deliverables based on timeline and scope agreed with the donor;
- Collaborate closely with team working on both lines of activity within the project;
- Participate in team planning and coordination meetings and trainings;
- Directly manage the budget and complete financial planning to inform programming in collaboration with the Finance manager;
- Provide day-to-day oversight and coordination, including administrative, financial and logistical support, troubleshoot any administrative problems and report any challenges or bottlenecks;
- Responsible for the filing and record keeping of project documents related to all activities;
- Contribute to data collection tools, assessments and mapping reports, as an integral part of the project;
- Support monitoring and evaluation efforts to document project outputs, outcomes, and impact to inform donor and other internal reporting;
- Contribute in the analysis of data collected to facilitate assessment results and lessons learnt;
- Monitor adherence to grant agreement, Ruwwad Al Tanmeya policies and procedures and relevant external rules and regulations for all activities implemented;
- Contribute to reports to meet donor and internal requirements.
Project Implementation
- Oversee the successful implementation of project activities, ensuring that teams are following work plans, that activities are on schedule, and that project deliverables are completed as agreed;
- Contribute to the development of processes and tools for all activities related to the implementation
- Oversee outreach activities in target areas;
- Collaborate closely with all relevant key stakeholders, including steering committee members, local authorities, team members and beneficiaries.
- Ensure that all activities implemented are in compliance with international norms and standards, national laws and policies, technical standards and organizational policies;
- Contribute to the monitoring and evaluation (M&E), accountability and learning systems.
Coordination and Representation
- Liaise with local officials including the municipality, Chambers of Commerce, local NGOs and INGOs, key community leaders, and other relevant stakeholders to ensure successful deliverables;
- Build relationships with local authorities to introduce the program and facilitate access to information related to program activities and scope. Arrange for meetings as requested;
- Develop and maintain working relationships and coordinate with relevant international and local agencies active in the livelihoods and economic development sector;
- Represent Ruwwad al Tanmeya at local coordination meetings as requested.
Team Management
- Provide oversight and technical support to the team as needed;
- Develop and implement a comprehensive plan for staff capacity building.
- Oversee and coordinate with members of the Steering Committee.
Qualifications:
- Holder of a business degree in Management (preferably a Master’s degree
- At least 7 years of experience in business development and humanitarian project management fields including at least 3 years in a managerial position
- Fluent in Arabic (Speaking, Reading and Writing)
- Fluent in English (Speaking, Reading and Writing)
- French is a plus
- Expert in NGO laws and regulations in Lebanon
- Expert in Donors rules and regulations
- Expert Project Management (preferably with a Project Management Certificate)
