A.Project Description

 Safadi Foundation is currently implementing a project entitled “Lebanese Youth SEEK Jobs Strengthening, Employability, Enhancing, Knowledge S-NEAAP-17-GR-022” funded by the Middle East Partnership Initiative (MEPI) (October 2017 to   February 2019).

The project targets one of Lebanon’s most vulnerable populations, youth, which Lebanon constitutes a large segment of the population, yet it remains significantly marginalized from full economic participation, reflected by the fact that approximately 34% are unemployed (World Bank, 2012). Through this project, Safadi Foundation has focused on young people in North Lebanon, who are committed to seeking a productive purpose for their lives. The Foundation has trained, coached and supported 125 youth, both male and female, by empowering them with relevant technical and life skills that are in demand in various industries to transform them into productive and participating citizens.

The first objective of the project is to increase youth employability by building the capacities of vulnerable youth based on labor market demands in Lebanon and link them with decent job opportunities. The project also aims at raising employer awareness in enhancing and investing in workforce capacities in order to highlight the value of a strong workforce for their business missions. Within the second objective, the Foundation will produce one workforce assessment report that compiles all data on employers that collaborated with the project, success stories and will recommend future pathways for improving market-based skills training projects to ensure impact and sustainability.

           B. Objective of the Report Writer

1. To prepare one Workforce Assessment Report, as per the guidelines provided by the project team and as detailed in the Scope of Work of the project.

          C. Scope of Work

Under the supervision of the Project Manager and in collaboration with the M&E team:

• To conduct a desk review of all project data and information
• To contact employers, if needed, for added value to the report
• To prepare a draft report based on an agreed upon outline and integrate comments and recommendations
• To prepare a final report and short presentation on workforce development

D. Expected

• 1 Workforce Assessment Report with agreed upon annexes (English)
• 1 Presentation on the findings of the report (English)

     E. Duration of contract and Compensation fees :

 The Report Writer will be given

• 500 USD for the contract starting October 29, 2018
• Final deliverable must be submitted on November 26, 2018
