Accessibility Oriented Rehabilitation Works at SALAM LADC

1.1 Overview of SALAM LADC

SALAM LADC supports vulnerable populations in Lebanon by providing direct aid, running various projects, and facilitating the efforts and initiatives of independent volunteers and organizations. It serves as a platform to coordinate assistance and empowerment efforts for refugees and other vulnerable populations across Lebanon, connecting international volunteers, grassroots initiatives, and donors with local and international actors. The organization's work includes projects aimed at assisting and empowering refugee and other vulnerable populations in Lebanon. The rehabilitation work detailed in this RFQ is part of SALAM LADC's social stability Agora project in partnership with the European Union and Oxfam ongoing efforts to improve the living conditions and accessibility of vulnerable individuals.

The specific areas identified for improvement in this project:

  • Ramp integration.
  • Dedicated ramp construction.
  • Toilet area rehabilitation. Installation of High quality Toilet for PWDs and renovation of the area
  • Road improvement.
  • Mitigation of an indoor obstacle.
  • Any required minor maintenance and painting post intervention
  • Door widening to ensure accessibility of people using wheelchairs 
  • The rehabilitation focuses on ensuring that the facilities meet accessibility and safety standards, for People with disabilities and reduced mobility primarily through the construction of ramps and the renovation of the toilet area



2. Scope of Work

2.1 Ramp Integration at Area 1:

Construct the ramp such that it becomes part of the existing step.

Ensure that the ramp has an inclination of 1/8 (approximately 7.1 degrees).

2.2 Dedicated Ramp Construction:

Build a ramp with a 1/8 incline.

Install anti-slip surface materials on the ramp.

2.3 Toilet Area Rehabilitation:

The toilet area should incorporate a ramp with a 1/8 inclination, aligning with the overall design standards.

Replace the existing toilet with a new unit that matches the functional and accessibility requirements for people with disabilities

Install a barrier adjacent to the new toilet installation to enhance safety and delineate the facility boundaries.

2.4 Ramp Integration at Area 2:

Construct a ramp directly into the step in the circular area with a 1/8 inclination.

2.5 Road Improvement and Indoor Obstacle Mitigation:

Cement the road leading to the tent to ensure a stable and durable surface.

Address the indoor obstacle by installing a small cement ramp (1/8 inclination).

3. General Requirements:

Engineering Supervision: The construction team must be accompanied by an engineer throughout the rehabilitation work.

Pre-Construction Consultation and a site visit: Mr. Toufic Allouche, an accessibility expert from our partner organization TDSA, will collaborate with the engineer before the work commences. This consultation will allow for a thorough review of the plans and any necessary adjustments to align with project objectives and regulatory requirements.

4. Quotation Requirements

Please provide a detailed quotation that includes:

  • Itemized costs for each task specified in the scope of work.
  • Material specifications and costs.
  • Labor costs.
  • Equipment costs.
  • Project timeline.
  • Details of the contractor's relevant experience.
  • Details of Contractor’s legal and financial documentation and registration
  • List of sub-contractors (if any).
  • Any additional costs or considerations (permits, etc.).

 

5. Budget

The maximum budget for this project is 6000 USD

  •       Ramp Works (including road improvement and indoor obstacle mitigation): 

Toilet Area Rehabilitation: 

  • Modifying classroom benches to accommodate individuals with reduced Mobility:Modifying classroom benches to accommodate individuals with reduced mobility
  • Cleaning, minimum repairs, and re-painting after termination shall be included

 

6. Timeline

All work, including cleanup, painting, and allowing for a review, must be completed by May 10th, 2025.

Deadline for submission 1st of May, 2025.

The proposed timeline should include:

  • Start date.
  • Key milestones.
  • Estimated completion date for each task.
  • Duration of the cleanup and painting phase.
  • Duration of the review period.
  • Final completion date.
