ROLE PURPOSE: As a member of the Monitoring, Evaluation, Accountability and learning (MEAL) team and reporting to the MEAL Coordinator, the Accountability & Learning Officer will provide leadership on the identification of issues in the field and Capitalisation of lesson learns and their resolution by programme or Area manager
He/She will ensure that the beneficiaries are receiving appropriate information about Save the Children programmes, identify issues in the community and inform the appropriate programme managers, Area SMT or other agency and “case manage” issues logging the systemic improvements needed to increase the quality of interaction with the communities benefitting from programme interventions, is continually assessed and solutions quickly put in place for any changes in context.
KEY AREAS OF ACCOUNTABILITY:
Programme Management:
Develop the accountability framework in line with the HAP 2010 principles.
Support partners to improve how partners put relevant parts of the accountability framework into practice.
Define and document the knowledge, skills, behaviors and attitudes that staff need to meet accountability commitments
Define and document processes for sharing information with different stakeholders, especially beneficiaries
share with the target communities which SCL aims to assist and other stakeholders information appropriate to their needs
ensure that SCL staff identify themselves to people they aim to assist and other stakeholders.
Develop systems to enable target beneficiaries to provide feedback and influence or make decisions about the project in a way that is continuously adapted to the context and the intervention define and document a complaints procedure
Supervision of help desk and help line staff
Quality assurance of the case management – including checking up on referrals made to other agencies.
Ensure that accountable feed-back is given to hotline queries coming back from central help desk operator.
Coordination:
Continuous coordination with all relevant stakeholders regarding the progress of the
accountability activities. Including representing SCL at accountability working groups.
Reporting:
Reporting back verbally on the progress of the work, to the MEAL coordinator and sector leads, as often as needed;
Monthly report on the accountability activities/team (achievements, challenges, recommendations, etc);
Providing relevant input for the reports and other donor reports.
Represent Save the Children at appropriate coordination meetings
Other

QUALIFICATIONS AND EXPERIENCE
Degree in related discipline
Demonstrated experience in managing partnerships with NGOs / CSOs and government.
Excellent time management skills
Strong experience in data collection and analysis
Strong experience in field work and community mobilization; and in training groups of beneficiaries
Fluency in written and spoken Arabic and English
Computer skills (especially Excel)
Strength in interpersonal, communication and presentation skills. Previous experience of liaising with the UN, national and donor governments and NGOs as advantage.
Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
Available to travel in country
