ROLE PURPOSE: Under the direct supervision of the Alternative Care Specialist and overall guidance of the Child Protection Advisor the Alternative Care - Case Management Officer will be responsible for monitor and support four case workers in implementing activities related to case alternative care, targeting vulnerable children in need for alternative Care and families including refugees, returnees and children in host communities. This project will focus on establishing family based care arrangements as well as small group homes with close monitoring and follow-up.

SCOPE OF ROLE:

Staff directly reporting to this post: Caseworkers
KEY AREAS OF ACCOUNTABILITY:
- Case management support in line with MOSA National Standard Operating Procedures for at risk children and Family based alternative care guidelines (identification, assessment, referral to relevant services and follow-up of at-risk children and outreaching, host families including confidential documentation).
- Closely coordinate with partner agencies, UNICEF, UNHCR and UPEL as needed to ensure appropriate implementation of activities in line with national policies, procedures and standards.
- Work across different contexts, including local communities, informal settlements, community spaces with a particular focus on outreach work and support in identification of the most vulnerable children (in line with organizational strategy) and close coordination with other sectors.
- Supervise and coach caseworkers on the identification, assessment, matching, placing, referral (to relevant services) and follow-up of at-risk children and families.
- Provide support to vulnerable children needing appropriate and alternative care support, including training, coaching and social support to families who are hosting children.
- Provide information and support in accessing specialized services as needed to ensure at risk children and families are provided with the necessary services.
- Participate in weekly case management and coordination meetings / Case Conferences; including the submission of reports concerning implemented outreach activities, caseload, host family and related challenges.
- Maintain files, registers, computer databases and records in paper or electronic format including through the utilization of the Case Management Information Management System (CPIMS).
- Monitor and support the caseworker in delivering Qudwa sessions for the caregivers.
- Work as a member of a team ensuring fluid communication of relevant information in order to make sure that work with individual cases is of quality.
- Ensure a strict adherence to the principles of child protection and child safeguarding at all times, including respect for confidentiality and always acting in the best interests of the child.
- Comply with Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- In agreement with CP / Alternative Care Specialist to perform other required duties within reason (in line with skills and experience) such as support in co-facilitate trainings with the Alternative Care specialist.
QUALIFICATIONS AND EXPERIENCE:
- Degree social work, psychologist or related social studies
- Extensive work experience of working directly in case management and social work
- Experience of having worked with children in need for Alternative Care
- Excellent communication skills
- Understanding of social welfare systems and child protection mechanisms in Lebanon
- Experience in project management and supervision of staff
- Ability to write weekly and monthly reports, develop schedules and collect data
- Fluency in written and spoken Arabic and English
- Ability to work under pressure and willingness to work flexible hours in the event of major emergencies
