Alternative Care Case Worker - Beirut

ROLE PURPOSE:

Under the direct supervision of the Alternative Care Specialist and overall guidance of the Child Protection Technical Advisor,  the Case Worker will be responsible for implementing activities related to case alternative care, targeting vulnerable children and families including refugees, returnees and children in host communities.  This role will focus on a new Save the Children pilot which will be delivered in close coordination with UNICEF and the Ministry of Social Affairs. This pilot will focus on establishing family based care arrangements as well as small group homes with close monitoring and follow-up. 

 

CHILD SAFEGUARDING:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. 

KEY AREAS OF ACCOUNTABILITY:

- Case management support in line with MOSA National Standard Operating Procedures for at risk children (identification, assessment, referral to relevant services and follow-up of at-risk children and families including confidential documentation).

- Provide specific support to vulnerable children needing appropriate and alternative care support, including training, coaching and social support to families who are hosting children.

- Provide information and support in accessing specialized services as needed to ensure at risk children and families are provided with the necessary services.

- Participate in weekly case management and coordination meetings; including the submission of reports concerning implemented outreach activities, case load and related challenges.

- Maintain files, registers, computer databases and records in paper or electronic format including through the utilization of the CPIMS.

- Work as a member of a team ensuring fluid communication of relevant information in order to make sure that work with individual cases is of quality.

- Closely coordinate with partner agencies, UNICEF and MOSA and MOJ/UPEL as needed to ensure appropriate implementation of activities in line with national policies, procedures and standards.

- Work across different contexts, including local communities, informal settlements, community spaces etc with a particular focus on outreach work and support in identification of the most vulnerable children (in line with organizational strategy) and close coordination with other sectors.

- Ensure a strict adherence to the principles of child protection and child safeguarding at all times, including respect for confidentiality and always acting in the best interests of the child.

- Comply with Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

- In agreement with Child Protection/ Alternative Care Specialist and Technical Advisor, perform other required duties within reason (in line with skills and experience).

QUALIFICATIONS AND EXPERIENCE:

- Degree in Social Work (desirable), or degree social sciences or development.

- Experience in working with at-risk children and families, experience in case management in the emergency response desirable.

- Experience in working with IMS systems for data management.

- Understanding of social welfare systems and child protection mechanisms in Lebanon.

- Fluency in written and spoken Arabic, and either English or French (desirable).

- Ability to write weekly and monthly reports, develop schedules and collect data.

- Ability to work under pressure and willingness to work flexible hours in the event of major emergencies.

- Commitment to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches.
