ROLE PURPOSE:
The role of the national Case Management and Alternative Care (CMAC) Specialist will be to:
Take on a key role at the Case Management National Task Force (under the National Child Protection in Emergencies Working Group – CPiE WG);
Provide technical guidance and lead on capacity-building on case management and alternative care for all Save the Children (SCI) case management teams, national NGO partners as well as government staff and relevant service providers;
Ensure compliance with the inter-agency approaches and tools and Standard Operating Procedures (SOPs) developed by the Child Protection in Emergency Working Group (UNHCR-UNICEF-MOSA) and its Case Management Task Force (CMTF);
Support work aimed at strengthening case management and alternative care systems (at national and local levels) for all vulnerable children and ensure linkages to the relevant government ministries and stakeholders as per case management procedures.

KEY AREAS OF ACCOUNTABILITY:
Programme Quality and Standards
The enhancement of the quality in the implementation of Save the Children International case management and alternative care work, including understanding, use and/or support for use, and development of tools and processes to ensure full compliance with National and International norms, standards and best practices;
Contributing to establishment of community based child protection mechanisms and using the results to support communities to develop alternative care arrangements and prevent family separation;
Providing technical back up to the Child Protection (CP) teams in all areas of operation in the set-up of more effective and accountable systems for early detection and timely referral of children at-risk to the appropriate services;
Overseeing knowledge sharing across teams on case management and alternative care, and ensure that monitoring and evaluation results are understood and used to improve programmes;
With the teams in the field, supporting the integration of child protection case management into the other core sectors of the Save the Children Lebanon program;
Programme development and resource mobilisation
Ensure clear identification of fundraising needs and priorities for case management and alternative care;
Lead development of high quality proposals for Child Protection programs on case management and alternative care in close coordination with field teams and child protection Technical Adviser.
Support to programme implementation
Develop and implement training modules and build the capacities of Save the Children Lebanon’ staff, NGO partner’ staff and relevant government’ staff to provide effective and quality case management and alternative care services;
Train and coach Save the Children International Lebanon’ staff to carry out case management with vulnerable children, including unaccompanied and separated children, and the establishment of alternative care arrangements;
Regularly visit project sites to ensure that teams are appropriately supported to drive case management and alternative care forward for the Country Office and ensure learning is documented and shared;
As needed, provide technical inputs to procurement of programme goods or services involving multiple locations, large-scale use of resources, and/or a high level of risk to the agency to ensure programme relevance, quality, adherence to technical guidelines, and efficient use of resources;
Support specific monitoring and evaluation processes (in coordination with responsible services) and support high quality reporting by Save the Children International field and partners staff through timely review and guidance;
Provide timely inputs to programme and donor reports on case management and alternative care project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
Representation, Inter-Agency Coordination and Advocacy
Represent Save the Children International Lebanon at the Case Management Task Force, including assuming national leading or co-leading role as necessary; facilitate discussion and agreement on the use of common standards and tools among sector partners;
Input into development of interagency tools and capacity building plans related to case management, including in relation to the possible introduction and use of the CP IMS;
In consultation with the Child Protection in Emergency Working Group in Lebanon, provide leadership for the establishment of child protection coordination structures for preventing and addressing the needs of vulnerable children and other alternative care needs;
Contribute to development of advocacy messages and materials in child protection.
QUALIFICATIONS AND EXPERIENCE
Degree in Social Sciences/Social Work or a field(s) relevant to child protection.
At least 3 years of professional work experience in fields relevant to child protection, including proven technical expertise in case management and alternative care.
Experience of working in case management in emergency contexts.
Demonstrated experience in building capacity of teams and staff.
High-level communication skills, including ability to speak formally, negotiate, demonstrate tact and diplomacy, and advocate for child protection issues with humanitarian community and authorities.
Highly developed leadership and coordination skills.
Demonstrable understanding of international humanitarian response architecture, co-ordination mechanisms, humanitarian reform and action.
Fluency in English and Arabic.
Commitment to the aims and principles of Save the Children International.
Ability to work well in a team and under pressure and in response to changing needs.
Ability to plan well, set own targets and meet them.
Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.
