Case Management And Alternative Care Specialist - Beirut

ROLE PURPOSE: The role of the national Case Management and Alternative Care (CMAC) Specialist will be to take on a key role at the Case Management National Task Force (within the National Child Protection Working Group) and  lead on capacity building of all Save the Children case management s/alternative care teams and support national NGO capacity building in case management and alternative care as well as (specifically regarding alternative care) government staff and service providers . She/he will ensure that SC Lebanon’s work in this sector is fully aligned with the inter-agency approaches and tools/SOPs developed by the Child Protection in Emergency Working Group (UNHCR-UNICEF-MOSA) and its Case Management sub-working group and that it strategically contributes to the medium and long term CP system strengthening work led by the Ministry of Social Affairs (MOSA). This person will also ensure linkages to the Ministry of Justice as per case management procedures.  Furthermore, the post holder will also be working specifically on alternative care systems for UASC children and other vulnerable children, and will ensure all case management and alternative care work and tools developed nationally are fully aligned with International guidelines, principles and best practices.  SCOPE OF ROLE: Reports to: Child Protection Technical Advisor Staff directly reporting to this post:  N/A technical dotted line to field level (with specific focus on case management and alternative care staff)  KEY AREAS OF ACCOUNTABILITY: Under the direct supervision of the Child Protection Technical Advisor, the CMAC Specialist is responsible for:  Programme Quality and Standards Overall responsible to enhance the quality in the implementation of case management work and alternative care, including understanding, use and/or support for use, and development of tools and processes to ensure full compliance with the Practical Guidance for Child Protection Case Management Services in the Emergency Response, SOPs, Alternative Care in Emergencies (ACE) and Child Protection Minimum Standards (CPMS); Contribute to establishment of community based child protection mechanisms and use the results to support communities to develop alternative care arrangements and prevent separation; Provide technical back up to the CP teams in all areas of operation in the setting up of more effective and accountable internal systems for early detection and timely referral of cases of children at-risk to appropriate services;  Oversee knowledge sharing across teams on case management and alternative care, and ensure that monitoring and evaluation results are understood and used to improve programmes; With the teams in the field, support the integration of child protection case management into the other core sectors of the SCI Lebanon program; Conduct regular visits to field offices to ensure quality and links to national level systemic changes.  Programme development and resource mobilisation Ensure clear identification of fundraising needs and priorities case management and alternative care; Lead development of high quality proposals for Child Protection programs on case management and alternative care in close coordination with field teams and child protection TA.  Support to programme implementation Develop training modules and capacity build staff SCI Lebanon, NGO partner staff and relevant government staff to provide effective and quality case management and alternative care; Train and coach SCI Lebanon staff to carry out case management including with unaccompanied and separated children and the establishment of alternative care arrangements; Further contribute to any capacity building initiative in this sector including in relation to the possible introduction and use of the CP IMS; Oversee partner organization implementation of case management and alternative care project; ensure regular visits to field staff and partner organizations and track progress against budget and against program targets; Support high quality reporting by SC field and partners staff through timely review and guidance; As needed, lead/participate in technical inputs to procurement of programme goods or services involving multiple locations, large-scale use of resources, and/or a high level of risk to the agency to ensure programme relevance, quality, adherence to technical guidelines, and efficient use of resources; Regularly visit project sites to ensure that teams are appropriately supported to drive case management and alternative care forward for the CO and ensure learning is documented and shared; Provide timely inputs to programme and donor reports on case management and alternative care project activities in compliance with internal Save the Children requirements and any relevant external donor requirements; Develop training modules and capacity build staff SCI Lebanon, NGO partner staff and relevant government staff to provide effective case management and alternative care; Train and coach SCI Lebanon staff to carry out case management including with unaccompanied and separated children and the establishment of alternative care arrangements; Further contribute to any capacity building initiative in this sector including in relation to the possible introduction and use of the CP IMS.  Advocacy and Representation Represent SC at the Case Management Task Force, including assuming national leading or co-leading role as necessary; facilitate discussion and agreement on the use of common standards and tools among cluster partners; Input into development of interagency tools and capacity building plans related to case management; In consultation with the Child Protection in Emergency Working Group in Lebanon, provide leadership for the establishment of child protection coordination structures for preventing and addressing the needs of UASC and other alternative care needs; Contribute to development of advocacy messages and materials in child protection.   QUALIFICATIONS AND EXPERIENCE Degree in Social Sciences/Social Work or a field(s) relevant to international development assistance. At least 3 years of professional work experience in fields relevant to child protection, proven technical expertise in case management and alternative care required. Demonstrable understanding of international humanitarian response architecture, co-ordination mechanisms, humanitarian reform and action. Experience of working in case management in emergency contexts. High-level communication skills, including ability to speak formally, negotiate, demonstrate tact and diplomacy, and advocate for child protection issues with humanitarian community and authorities. Highly developed leadership and coordination skills. Demonstrated experience in building capacity of teams and staff. Fluency in English and Arabic. Commitment to the aims and principles of Save the Children International. Ability to work well in a team and under pressure and in response to changing needs. Ability to plan well, set own targets and meet them. Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.
