Case Management Coordinator - Beirut

ROLE PURPOSE:

The Case Management Coordinator will take on a key role in the implementation and overseeing the quality of work of the case management sector, lead on the capacity building of Save the Children’s case management teams, support capacity building and development of National NGOs in case management, and take a key role in the sector working groups and task forces. She/he will ensure that SC Lebanon’s work in this sector is fully aligned with the inter-agency approaches and tools/SOPs developed by the Child Protection in Emergency Working Group (UNHCR-UNICEF-MoSA), its Case Management sub-working group, and that it strategically contributes to the medium and long-term CP system strengthening work led by the Ministry of Social Affairs (MOSA).

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours and tasks accordingly.

SCOPE OF ROLE:

Budget Responsibilities: as per SCI scheme of delegation

Role Dimensions: Save the Children different sectors, CP Technical Advised, Alternative Care Specialist, beneficiaries, local authorities / communities and stakeholders, partners, local and international NGOs.

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation and Delivery

  • Plan and oversee the overall implementation of case management work and alternative care (when applied), while ensuring full compliance with the Practical Guidance for Child Protection Case Management Services in the Emergency Response, SOPs, Alternative Care in Emergencies (ACE), and Child Protection Minimum Standards (CPMS).
  • Provide technical back up to CP teams in all areas of operation in setting up more effective and accountable internal systems for early detection and timely intervention for children at-risk, while ensuring gender equality and inclusion are being prioritized.
  • Support Programme Manager in forecasting budgets related to grants with case management interventions and ensuring close follow up on progress in terms of budgets.
  • Support the integration and mainstreaming of child protection case management into the other core sectors of the SCI Lebanon program.
  • Oversee and lead on implementation and progress of SCL’s partners implementing case management interventions.
  • Ensure proper referral and reporting pathways are in place for child protection cases and ensure a timely response takes place.

Programme Design/Development

  • Lead the monitoring and evaluation processes of Child Protection activities.
  • Feed in the design of activities according to implementation lessons learned and community feedback.
  • Ensure that programme interventions continue to be informed by and integrated with other SCI core sectors such as Education, Shelter, and Food Security and Livelihoods.
  • Regularly visit programme sites to ensure that parents and the community at large are appropriately supported and qualitative and quantitative programme objectives are achieved.

Team Management and Capacity Building

  • Train and coach staff and partners to effectively carry out case management interventions with the most vulnerable children at risk, while ensuring teams are capacitated on emergency response interventions.
  • Develop tailored capacity building and development plans as per the needs of the staff and partners, while ensuring contextualized intervention plans are in place.
  • Work closely with the case management officers in overseeing quality implementation, and ensuring proper capacity building is provided in terms of team management, case file auditing, and quality support provided to caseworkers.
  • Input into development of interagency tools and capacity building plans related to case management.
  • Conduct trainings for relevant local NGOs and local authorities on child protection, case management, and child rights topics.
  • Ensure that all child protection staff are complying with code of conduct, Child Safeguarding, and other SCI policies.

Partnerships Management

  • Facilitate induction and training sessions, and the roll out the capacity building plans for SCI partners.
  • Ensure that data is accurately collected by partners and reported according to the provided guidelines.
  • Support the programme team of partner organization in implementing operational work plans and setting clear targets and activity plans per programme sites.
  • Support partners in developing and having appropriate referral pathways and reporting mechanisms are in place for children at risk.
  • Clearly communicates targets, programme objectives and activity plans to partners and focal points.
  • Control and support implementation of compliance requirements.
  • Oversee and work with partner’s staff to review monthly progress reports.

Monitoring and Evaluation

  • Regularly visit project sites to ensure that teams are appropriately supported to drive case management; forward and ensure learning is documented and shared.
  • Develop and ensure all relevant tools are in place and in compliance with the project and donor’s needs and requirements.
  • Provide timely inputs to programme and donor reports on case management project activities in compliance; with internal Save the Children requirements and any relevant external donor requirements.
  • External Relationships/Representation
  • Continuously identify and document child protection issues in Beirut Mount Lebanon.
  • Participate along with the Education and Child Protection Programme Manager in regular follow up meetings with SCI Members and donors.
  • Represent SCI in coordination meetings and forums and be an advocate for children’s right of protection and wellbeing.
  • Promote children’s participation in designing intervention plans and responses.
  • Build and maintain positive relationship with (I) NGOs, local governance structures, and relevant UN agencies.

General

  • Comply with Save the Children’s policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS:

  • Bachelor degree in Social Work, Social Scuence, Education, or other related fields.
  • Fluency in written and spoken Arabic and English (French language skills is an asset).

EXPERIENCE AND SKILLS

  • Minimum of 5 years’ experience in child protection.
  • 2 to 3 years of experience in projects and team management.
  • Experience of working in case management in emergency context.
  • Demonstrated understanding of international humanitarian response architecture, co-ordination mechanisms, humanitarian reform, and action.
  • Demonstrated experience in managing a team in a humanitarian context.
  • Good planning and reporting skills.
  • Excellent interpersonal and presentation skills.
  • High-level communication skills, including ability to negotiate, demonstrate tact and diplomacy, and advocate for child protection issues with humanitarian community and authorities.
  • Highly developed leadership and coordination skills.
  • Ability to work well in a team, under pressure, and appropriately respond to the changing needs.
  • Demonstrated experience in motivating and building capacity of teams and staff.
  • Commitment to and understanding of Save the Children’s aims, values, and principles, including willingness to abide by and enforce the Child Safeguarding policy.
  • Excellent Microsoft Office skills.
  • Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches.
