Chief of Party - Livelihoods and Social Protection

ROLE PURPOSE: 

Save the Children International is seeking a Chief of Party (CoP) for an upcoming EU-funded three-year project aimed at promoting self-reliance among severely vulnerable households in Akkar and Baalbek-Hermel, and reducing their dependence on social assistance. The project has four primary results for beneficiaries: 1) Social Protection; 2) Livelihoods Promotion; 3) Financial inclusion; and 4) Women and Adolescent Empowerment

 

The CoP will lead a consortium of four NGOs and will be responsible for the overall management of the project, in coordination with Area Management in the field, and is ultimately accountable for the delivery of desired project results with quality, based on the contractual agreement. The CoP will act as the main point of contact with the donor, as well as with all relevant stakeholders including national and local authorities. 

 

SCOPE OF ROLE:

Reports to: Director of Programme Operations

Staff directly reporting to this post: Senior MEAL Coordinator

 

CHILD SAFEGUARDING:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

 

KEY AREAS OF ACCOUNTABILITY:

Programme Management and Technical Oversight

- Put operational approaches in place, lead on project implementation, oversee implementation plans, assess progress of activities against plans on a regular basis, and take corrective measures as and when required.

- Ensure sound financial planning, track spending and support the preparation of financial reports.

- Ensure that the program deploys an effective collaborating, learning and adapting approach, such that the project is able to evolve in a changing context to achieve desired outcomes.

- In coordination with the Livelihoods and Social Protection Technical Advisor, provide overall technical guidance, design relevant technical approaches and develop tools for implementation.

- With the Senior MEAL Coordinator, develop all the relevant MEAL tools and ensure data is collected and analysed in a timely manner, based on a defined plan.

 Award Management

- In coordination with the Award Management Unit, organise project kick-off and yearly closeout sessions.

- Lead on any amendment process and budget revisions.

- Draft narrative reports as needed.

- Ensure compliance with donor, host government and Save the Children policies and procedures.

Consortium Leadership and Representation

- Lead the consortium and organise regular coordination meetings, as agreed with management.

- Build and maintain a strong network of relevant stakeholders.

- Represent the Consortium in all relevant fora and attend coordination meeting.

- Maintain clear understanding of the security, political and legal context.

 

QUALIFICATIONS AND EXPERIENCE:

Essential

- At least five years’ experience as a COP or similar management role

- At least seven years of relevant experience working for an international NGO; at least five of which should be in a supervisory capacity;

- Familiarity and experience working with EU Substantial people and programme management experience

- Excellent interpersonal skills and ability to communicate at all levels

- Strong understanding of the theoretical livelihood approaches applicable in the Lebanon context, and an excellent understanding of implementing diverse livelihoods programming. 

- Solid experience in grant management, including budget holding and donor reporting

- Ability to produce high quality reports in English

- Representational, political awareness and advocacy skills

- Ability to work with limited supervision from line manager

- Experience of working with partners 

- Fluency in written and spoken English and computer literacy

- Commitment to and understanding of SCI’s aims, values and principles

Desirable

- Ability to communicate in Arabic

- Experience working in the MENA region

- Familiarity with “graduation” approaches, social protection, and cash plus programming
