Child Protection Coordinator - Beirut

ROLE PURPOSE:

The Child Protection Coordinator will be based in Beirut and will manage the implementation of a child protection programme in Beirut, Mount Lebanon, and South. The Child Protection programme includes the establishment youth programme, as well as case management of at-risk children and community outreach/awareness activities on child protection. The Child protection Coordinator should ensure that all aspects of work are undertaken in accordance with Save the Children’s Policies.

 

CHILD SAFEGUARDING:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

 

SCOPE OF ROLE:

Reports to: Education and Child Protection Program Manager

Staff directly reporting to this post: Child Protection and Case Management Officers

Budget responsibility: N/A

 

KEY AREAS OF ACCOUNTABILITY:

Programme management

- Plan, prepare and oversee the implementation of the Child Protection Programme in Beirut Field Office, ensuring the timely delivery of a quality programme (ensuring effective reporting mechanisms are developed and are operational, regular monitoring occurs against log frames, implementation plan and individual work plans are developed and performance management is undertaken).

- Ensure appropriate monitoring and evaluation systems are in place, support staff in all monitoring processes and provide monthly and weekly reports on progress.

- Apply a high level of technical expertise to the implementation, project design, and capacity building of partners.

- Coordinate with Education teams to ensure a smooth integration of Child Protection.

- Monitor budget expenditures in line with implementation plans and budget forecasts.

- Lead and supervise Child Protection and Case Management Officers to ensure proper development goals and objectives are in place and followed.

Partnership management

- Maintain working partnerships and good communication with representatives of UNICEF, UNHCR and the Ministry of Social Affairs.

- Build and maintain partnership with local NGOs/CBOs to work on the child protection programme.

- In collaboration with the Education and Child Protection Program Manager, organise monthly meetings with implementing partners to discuss progress and challenges.

Human Resources and Capacity Building

- Identify staffing needs.

- In collaboration with the Education and Child Protection Program Manager, ensure that appropriate (national) Child Protection Staff are recruited for the Child Protection programme.

- In collaboration with the Education and Child Protection Program Manager, identify capacity building requirements of child protection staff and deliver technical trainings.

- Supervise and coach all direct reports (Early Childhood development officer, Case Management & Community Mobilisation Officer and the Psychosocial Programme Officer) and conduct regular performance reviews for all direct reports.

- Develop personal monitoring plans (including concrete objectives) for each direct report.

- Ensure all Officers use weekly work plans and reports.

- Conduct trainings for relevant local NGOs and local authorities on child protection and child rights.

- Ensure that all child protection staff are complying with the code of conduct and the child safeguarding policy.

Coordination and advocacy

- Represent Save the Children at regional cluster/coordination meetings (Protection, child protection, mental health) and other meetings and forums and take a leading role to strengthen a child protection system.

- Ensure that programme interventions continue to be informed by and integrated with other core sectors of Save the Children, such as education, health & nutrition, food security & livelihoods.

Ensure activities are developed in partnership with relevant local authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen processes and mechanisms at local, district, and national levels. Promote the participation of children in all aspects of the response where possible and appropriate.

- Continuously identify and document child protection issues in Beirut, Mount Lebanon and South, and ensure that relevant stakeholder and duty bearers are informed.

- Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.

 

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:

- Bachelor social work or social sciences or equivalent.

- Experience in project management and team management.

- Experience in working with at-risk children and families, ideally experience in case management.

- Experience in community mobilisation and conducting outreach activities.

- Understanding of social welfare systems and child protection mechanisms.

- Ability to write weekly and monthly reports.

- Fluency in written and spoken Arabic and English.

- Ability to manage stress, be flexible and accommodating in difficult working circumstances.

- Ability to maintain consistent high standards of professional behaviour and achievement when working independently and as part of a team.

- Commitment and understanding of Save the Children’s aims, values and principles including rights-based approaches.
