Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:
ROLE PURPOSE: The Child Protection Coordinator will be based in Zahle and assist the Child Protection Program Manager in planning, managing, overseeing and monitoring the implementation of a child protection in emergencies programme in the Bekaa, which includes interventions in the area of psychosocial support for children and youth, community-based child protection, capacity development/support for parents and caregivers, and child-friendly spaces. The Child Protection Coordinator will contribute to ensuring that the implementation of activities and all work of the Child Protection Team are undertaken in accordance with Save the Children’s Policies, project documents and donor requirements. The CP Coordinator will be the focal point for quality insurance and contribute to developing strategies to improve relevance, efficiency, effectiveness and impact of project activities. The CP Coordinator will support the CP Program Manager in managing the CP Team and be the main focal point for all team members. The CP Coordinator will also provide direct technical input into project activities when required, in collaboration with CP Officers and Assistants. The CP Coordinator will also provide guidance and counsel to CP Officers and CP Assistants in their relation with community members, beneficiaries, local authorities and other project stakeholders.
KEY AREAS OF ACCOUNTABILITY:
Programme management
In collaboration with the Child Protection Program Manager contribute to:
Developing, planning, and overseeing the implementation of the Child Protection in Emergencies Program in the Bekaa, ensuring the timely delivery of results and serving as the quality insurer for all project activities
Developing and reviewing reporting mechanisms and ensuing they are operational and effective
Ensuring regular monitoring occurs against log frames, implementation plans and individual work plans, providing oversight and guidance for CP Team members
Developing and ensuring the implementation of appropriate monitoring and evaluation systems, supporting CP Team members in all monitoring processes.
Drafting reports (weekly, monthly, donor, progress, etc) and being the CP team focal for all reporting requirements.
Seeking new project opportunities, and drafting proposals and concept notes
Partnership management
Under the guidance of the Child Protection Program Manager contribute to:
Maintaining working partnerships and good communication with representatives of UNICEF, UNHCR INGOs and the Ministry of Social Affairs in the Bekaa, and other authorities and organizations, as required
Building and maintaining partnership with local NGOs/CBOs and local governance structures (including municipalities) to work on the child protection in emergencies programme
Human Resources and Capacity Building
Assist the Child protection Program Manager to:
Manage the CP Team and serving as principle focal point for all CP Team members and related issues
Identify staffing needs and ensure that staff with appropriate background, experience and expertise are recruited
Identify capacity building requirements of CP Team members and propose (and deliver, where relevant) technical trainings
Develop personal monitoring plans (including concrete objectives) for each direct report
Support supervision, coaching and performance management of all CP staff
Ensure all Officers use weekly work plans and reports
Conduct trainings for relevant local NGOs and local authorities on child protection and child rights
Ensure that all child protection staff are complying with the code of conduct and the child safeguarding policy
Coordination and advocacy
Support the Child protection Program Manager to:
Represent Save the Children at regional cluster/coordination meetings (Protection, child protection, mental health) and other meetings and forums.
Ensure that programme interventions continue to be informed by and integrated with other core sectors of Save the Children, such as education, health & nutrition, shelter and food security & livelihoods
Ensure activities are developed in partnership with relevant local authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen processes and mechanisms at local, district, and national levels. Promote the participation of children in all aspects of the response where possible and appropriate.
Continuously identify and document child protection issues in Bekaa, and ensure that relevant stakeholder and duty bearers are informed
Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.
QUALIFICATIONS AND EXPERIENCE
Relevant university degree (preferably MA) in social work, social sciences, development or other relevant field (relevant and significant work experience will also be considered)
Excellent knowledge and technical skills in child rights, child protection, child/youth/community resilience, psychosocial support, community/youth development and mobilization, especially in an emergency context
Strong and proven work experience in the above areas, especially in the Bekaa context and preferably with some international experience/exposure
Strong and proven experience in project management and coordination, and in all phases of the project cycle (assessment, design, implementation, M&E, review, lessons-learned)
Experience managing staff and operating in a team environment, and preferably having already worked in a similar program coordination and team oversight role
Experience working with at-risk children and families, ideally some experience in (or strong understanding of) case management
Proven experience as a trainer and in developing structured and comprehensive curricula and training manuals.
Excellent report writing skills and ability to prepare briefs and communication material
Experience developing proposals, concept notes, budgets and workplans
Highly developed analytical and problem solving skills.
Good understanding of financial procedures and processes related to the management of projects
Experience maintaining relations with stakeholders, community members, authorities and partners
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
Fluency in written and spoken Arabic and English
Ability to manage stress, be flexible and accommodating in difficult working circumstances
Ability to maintain consistent high standards of professional behaviour and achievement when working independently and as part of a team.
